History of the Institute

Along with the preparation of agricultural specialists during the first years the institute has been given the task: to organize on the basis of their training and skills’ development collective and state farms of the northern regions of Kazakhstan. Based on the Decree of  Kazakh SSR Council of Ministers under the number 710 October 14, 1961 a one-year boundary school leadership training (PRK) and the six-months training courses for leading cadres of state and collective farms with a contingent of 120 students were organized and established at the Institute. In 1963 the first graduating of 98 students of one-year school among northern Kazakhstan’s five areas  took place.

The first director of school  was Associate Professor A.M.Brui. On 1 February 1963 assistant GD.Tarasyuk was appointed to thas position.

In 1966, by order of the Ministry of Agriculture of the USSR № 24 from February 1, 1966 "On further improvement of the system of professional cadres of the collective farms and state farms and agricultural specialists" for training and retraining of agro-industrial complex of northern Kazakhstan  on the basis of the Republican school Faculty training  with some branches was established:

  • Provision of managerial personnel training (senior specialists collective and state farms) with the duration of 6 months;
  • Training of the state farm directors and chairmen of collective farms, the main farm experts with a training period of 1 to 3 months;

The same year, A.Kh.Abdrashitov had been assigned as a vice-rector for further training, led this work for 14 years.  Ph.D.V.A. Kuznetsov, V.F.Stukach and N.P. Kadushin followed him.  From 1998 to 2007, assistant, professor M.A. Gorbunov had been appointed as a Vice-Rector for further training. Methodists V.A. Shinkorenko,  M.P.Kalashnikov and M.D.Morogova had worked for many years  with a high responsibility in  fulfilling the organization of educational process.

Nearly for 25 years the work of faculty training was measured strictly according to plan, each year from 800 to 850 students had passed retraining courses. An established training period allowed to give the students the theoretical knowledge and best practices of agricultural production, repeat the previous knowledge that gave a large positive effect. In addition, seminars graduate students were held. And for listeners of training managerial personnel outreach activities and excursions at ENEA in Moscow and advanced management in  other central regions of the former Soviet Union were held. Leading professors lectured, using the results of their own research, which allowed to increase the scientific validity of the information. Students were certified on the basis of the protection of final works and essays carried out at the request of farms  they came. Performing students training plan was under the clear control of the regional departments of agriculture, so the university task was ensuring a high quality training.

To teach students with advanced training faculty the leading teachers of the university, heads of agricultural enterprises and leaders of manufacture were involved. Among them: professors and associate professors M.A Gendelman , N.B Bock , V.A Kudryavtsev , N.T Kadyrov , N.I Mozhaev, S.I Imangazhin , M.D Spector, Zh. S.Sundetov, B.O Alimjanov, L.V.Alimzhanova, K.K. Abuov, V.G. Chernenok, Z.P. Karamshuk , G.T. Kulemzin , A.A. Tsepenko, P.S. Shevchenko, Yu.Levitsky, E.Sh.Shekenov, V.I. Weber, K.K. Arinov, R.Kh. Karipov, V.P. Mingilev, O.S. Saparov , A.I. Nuzhdov,  A.K. Khizhinsky, R.F.Stukach, A.A. Razuvaev, V.A. Shlefrin , A.V. Ivannikov and others.

Since the early 90-ies the AIC staff training plans began to decline, and faculty training was transferred to the self-financing principles. Based on the contract preparation work on training tenant farmers, courses in the market economy, the basics of programming and operation of personal computers, courses in Kazakh, English and German were launched. Orders on improving the training of teachers of agricultural colleges and vocational schools were carried out. For the first time the faculty began to work on improving the professional development of other industries.

But from 1993 to 2001 because of the country’s economic difficulties and the lack of financial capacity the training of AIC specialists at all levels had stopped. However, life does not stand still, over the years, science and practice had stepped far forward, so it required the new approaches to skills’ development issues, and in connection with the transition to a market economy and ways of managing the range of issues on improving the skills of workers had been expanded. It was necessary to study and to put into practice an agricultural production: mechanisms of cooperation of small enterprises and the regulation of land relations; agricultural law; new resource and energy saving technologies; new agricultural techniques of varietal crops; methods of biotechnology; modern technology weed control; high-performance products and crop protection technologies against pests and diseases of agricultural crops; rapid methods of diagnosis of infectious animal diseases; intensive milk production technology; efficient operation and maintenance of agricultural machinery; mechanism and market research services; business plans for businesses; questions of analysis and conditions, pricing, market, credit and leasing, financial and tax mechanism, financial accounting.

Since 2001,the work on improving the skills of AIC staff and first employees of territorial offices of the Ministry of Agriculture of the Republic of Kazakhstan, as well as employees of other organizations was carried out. The work had been conducted on the basis of contracts, and the content of training on improving the skills of plans was determined by taking into an account the suggestions of customers. Improving the skills of workers was carried out mainly by the short form of training, by organizing the courses lasting from one to two weeks.

Joint opening together with the NGO "National Association of peasant (farmers) farms and cooperatives" Kazakhstani farmer "High School of farmers trained 40 farmers of  Akmola region and became one of  the certain events in the university.

 

 

Professional development of specialists in this period is conducted in the following areas: veterinary science; veterinary supervision on border and transport; protection and quarantine of plants; technical inspection; seed and grain inspection; breeding business; land management, land management and land cadastre; testing; information and marketing services for agriculture; analysis of financial and economic activity, accounting; international standards of accounting and financial reporting; state procurements; modern methods of work with the staff; document management and records management in Kazakh language; state personnel policy and human resource management; financial and economic analysis of the reporting enterprises and government organizations, the banking legislation of Kazakhstan, audit; English; German; French; Kazakh languages and others.

Classes for the students of advanced training courses were conducted by experienced university scientists. Among them, Professor L.V. Alimzhanova, R.K.Kazikhanov, B.S. Maikanov,  S.K. Shauenov,  K.M.Musynov ,  N.A. Serikpayev ,  T.A. Kusainov, N.V.Kostyuchenkov, docents A. Ismailova,  N.N.Meleshenko, A.Zh.Nukesheva , D.T. Zhumanova,  N.A.Shestakova,  R.Kh. Karipov,  V.I.Egorov,  E.Sh. Shekenov and others. In their studies, they used various active methods: problem lectures, business games, case work situations, etc.

In addition, we constantly invite department heads and employees of the Ministry of Agriculture  as well as representatives of other ministries and departments.

Since 1989, for the first time on the TTF one-year courses of pedagogical skills of young teachers had been opened. Courses are working nowadays. The course program includes disciplines. psychology, pedagogy, teaching methodology of special disciplines, the introduction of modular technology of training, etc. For conducting the training courses both our teachers and other universities of the city were invited. In the first stage a big contribution to the rates made docents V.A.Rodionov,  N.A. Fabritsky, I.K. Surgutskova  later -  V.A. Babushkin, A.M. Abdyrov, L.V. Danilova, Z.T.Baizhanova . Since 2000, the  training courses in Kazakh language had opened .

On April 3, 2004 further in accordance with the order of the Minister of Education and Science the courses on non-military training of teachers of secondary education, the republican military boarding schools, heads of military-patriotic organizations from all regions of Kazakhstan were opened. In this connection, by the order of the University of 03.04.2004 № 89, the Faculty of Advanced Studies was reorganized into the Institute for Advanced Studies. Since 2006, courses on improving the officer corps, which increased the qualifications of teachers of military departments of Kazakhstan’s universities, teachers of RK military schools, school inspectors of police MIA RK, military psychologists were opened. On the basis of these courses, the training center for retraining and advanced training of teaching staff of military affairs was set up. From 2004 to 2010, 1611 students had been trained. In April 2010, a training center was closed, as its operation became uneconomic.

In order to improve the qualification of the teaching staff in the use of distance learning technologies since 2008 the regular courses "Modern Information Technologies had been organized . Distance learning techniques "in the amount of 72 hours. The cost of the courses makes 28000 tenge.

" Through Crisis to Renovation and Prosperity" a three-month courses in "Retraining of specialists on the Roadmap projects" were conducted at the university  Training is conducted in  the field of "Interior Designer", "Manager in commercial activities", "Manager in the catering and hotel services", "Instructor-methodologist of Tourism", "Artist decoration works", "computer operator", "Insurance agent" .

From 2007 to 2010 IPC was headed by Associate Professor, Candidate of Agricultural Sciences Zh. Kurzhykaev .

Training of specialists with high education by correspondence courses had been carrying out since 1959 at the university. The first sets of students were conducted on: Agronomy "," Mechanization of Agriculture "and" Land management " specialties. Later,  the reception on "Economics and organization of agricultural production", "Electrification of Agriculture", "Accounting in agriculture" Animal husbandry "and" Veterinary Medicine " specialties was opened.

From year to year the number of students by correspondence courses had increased as the development of various branches of agricultural production demanded more and more professionals, and rural youth aspired to obtain a higher education. By the mid 80-ies of the last century the number of students had reached the maximum number and was about 6 thousand people. Then, as saturation of agriculture by the specialists the number of students began decreasing. But it declined particularly sharply after the collapse of the former Soviet Union and the emergence of tens of thousands of peasant (farmer’s) economy in the result of the reforms. By the end of the 90s the contingent of students had stabilized and amounted to about 3 thousand people.

Organization of educational process for distance learning in the early years was engaged by the deans. At the end of the 70s the deanery of distance learning was  concentrated on all the questions of  organization of educational process for part-time students. Such a system existed until the early 90s, after which the dean's office correspondence department was disbanded, and its functions transferred to the full-time faculty deans. However, the further experience had shown that they do not pay enough attention to distance learning, so the university administration decided to re-allocate separately Correspondence Department, which had been functioning as an independent unit of the University from 1 January 2002y. Dean of the Faculty of distance learning was appointed assistant professor of agricultural and grain processing machines B.N.Gurin, and since 2004 - Associate Professor of mechanization processes F.M. Skachkov .

During that period, the dean's office staff included methodists K.I.Abdykalykova,  T.N.Vlasenko , S.I. Shukaeva ,  G.M. Rakhimova ,  K.Zh. Omurzakova and A.B. Igembaeva, secretary of correspondence faculty D.A. Akzhigitova.

In  2006-2007 academic year the work on the introduction of distance learning technologies based on the use of modern information and telecommunication technologies,

( «PLATONUS» AIS) allowing the training at a distance, without direct contact between teacher and student was carried out.

In December 2009, the Institute for Advanced Studies and distance learning (the order № 724 from 20.12.2009) had been created on the basis of IPC and the Faculty of Extramural and Distance Learning. Well-coordinated team, with high responsibility ensures the normal rhythm of work at the Institute for Advanced Studies and distance learning. They are Director, Associate Professor, Candidate of Agricultural Sciences Zh.Kurzhykaev, Deputy Director Associate Professor ITDL  F.M.Skachkov, senior methodologist M.I. Pyrozhkova, methodists T.N. Vlasenko, S.I.Shukaeva, G.M.Rakhimova, R.K.Arysbaeva, Z.B.Bakytkereeva, assistant A. Alshimbaeva and secretary E.S. Zhenabekova.

Total from 1961 to 2019 more than 40 thousand students had trained.

In January 2011, the Institute for Advanced Studies and distance learning was disbanded (Order № 3 from 10.01.2011). The work on professional development was transferred to the post-graduate department of education, which was renamed into postgraduate education and professional development department (order number 5 from 15.01.2011).

Realizing that no updating of knowledge with the latest achievements of science and technology is possible to further development of a market economy, the university sought ways of  further improving as managers and specialists of agriculture postgraduate training, so other ministries and departments. The flexible curriculum aimed at the successful solution of problems of staffing is widely used in the educational process.

Since January 2012 Ph.D., Associate Professor B.N. Gorbunov was appointed as the dean of the Faculty of distance learning.

Deputy Dean K.Zh. Nurmuhanova, methodists G.M. Rakhimova, S.I.Shukaeva, T.N. Vlasenko, Z.B.Bakytkereeva,  R.K.Arysbaeva, tutors D.E.Ertіs, secretary B.M. Zhumabaeva worked in the state of the faculty.

In February 2014 the distance learning department was reorganized and transformed into the Institute for Continuing Education and Distance Learning (order number 73 from 02.12.2014,). Dr. Tech. Sc., Professor G.S Gumarov was appointed as the Director of the Institute.

Work on improving the skills of the Department of postgraduate education and training, as well as organizational and managerial, and educational and methodical work on training of part-time students with the use of distance learning technologies was transferred to the function of the  institution.
Tutors T.S. Embergenova, Zh. M.Sultanbekov, secretary B.M.Zhumabaeva were taken on the staff of the Institute.

In 2017-2018 the Institution of Advanced Training and Extended Education was headed by G.Zh.Soltan, Candidate of Technical Sciences.

The training of specialists by correspondence in the following specialties is conducted at the Institute: "Vocational training", "Accounting and audit", "Finance", "Power", "Radio engineering, electronics and telecommunications", "Forest resources and forestry", "Standardization and certification and metrology "," Hunting study and fur farming "and" Land management " ang etc. Contingent of part students was more than 1 million people, including about 400 students enrolled in the state language.

Since 2018, Sh.M. Abeuova, Candidate of Pedagogical Sciences, Associate Professor, is the Director of IAT&EE. Currently, the staff of the institute consists of M.I. Pirozhkova – a professional development Lead Specialist and tutors - Zh.G.Mazhirova, N.G. Nasirova.

In accordance with the Law "on amendments and additions to some legislative acts of the Republic of Kazakhstan on the expansion of academic and managerial independence of higher education institutions" extramural learning in Kazakhstan from January 1, 2019 was suspended. The Institute switched to distance learning technologies. Currently, training is conducted in full-time distance form.

Educational work of part-time students is carried out under the methodological guidance of teachers and the relevant departments of the Institute of training and distance learning. Lectures, laboratory practices and seminars with the use of modern innovative technologies were conducted for the students. The teachers of special departments on course and degree designing work much with the part-time students.

 

 

Currently, ITTDL activities are aimed at the realization of the following targets:

  • improving the learning process for distance learning through further implementation and effective application of the ATT;
  • organizing and conducting training courses, seminars, workshops and consultations for specialists of production;
  • organizing and conducting special courses for students, undergraduates and doctoral students of the University;
  • establishing international cooperation in the field of additional vocational training.

The Institute is proud to be among the graduates of distance learning. An outstanding production workers, farm managers - Heroes of Socialist Labor  B.N.Nurtazin, V.K.Skryl, D.V. Burbach, I.I.Sharf,  A.A.Rimmer,  G.A.Agafonov, K.K.Karbaev graduated it. There are the scientists and public figures such as professor, Ph.D. D.I. Zhurkovich, Ambassador of Kazakhstan in the Republic of Belarus N.V.Gellert   and others among the graduates. Many of the graduates work in state law enforcement agencies, research institutions, experimental stations, successfully engaged in business, work conscientiously for the benefit of the society and the state.
