SARUD is the acronym for ‘Sustainable Agriculture and Rural Development’, an Erasmus+ Capacity-building project in the field of higher education. The project is funded by the European Commission from 10/2015- 10/2018.

SARUD addresses the demand for practice oriented but formalized education in sustainable agriculture and rural development. It reflects the need for the design, implementation and administration of integrated and sustainable rural development programs.

Supported by practice partners Russian and Kazakh universities develop and open new master programs on Sustainable Agriculture and Rural Development within their accredited majors Economics, Agriculture and Municipal and Public Management.

A network comprising Russian, Kazakh and EU partners actively explores and exploits existing experiences on sustainable agriculture and rural development. Internet based knowledge platforms will be accessible for all interested faculties and potential users.

The joint activities of SARUD are targeted at:

SARUD will develop programs suited to educate professionals that are subsequently able to design and apply rural development concepts for specific conditions. The knowledge base of experts encompasses economics, management, social sciences, agronomy and ecology. Graduates will be able to access national and international experiences, apply up-to date methods for land-use planning and the assessment of agro-ecosystems as well as socio-cultural and natural resources.

Press release about the second project conference on the international project SARUD in S. Seifullin KATU, Astana

Within the international project of ERASMUS+ "Steady agriculture and development of rural territories" - SARUD the intermediate conference expanded on number of participants from the different countries took place at S.Seifullin Kazakh Agro Technical University from July 3 to July 5, 2017.

SARUD project meets need for almost oriented education for the sphere of steady agriculture and development of rural territories, and also reflects need for development, implementation and administration of programs of the integrated and sustainable development of rural areas. With the assistance of Russian and Kazakhstan higher educational institutions – partners, the new training program of a magistracy on steady agriculture and development of rural territories on specialty "Economics" is implemented into S. Seifullin KATU at economical faculty in 2017.  

16 universities from Kazakhstan, Germany, Poland, Czech Republic and Russia have taken part in the work of international conference "Steady Agriculture and Rural Territories Development (SARUD)"; representatives from the Ministry of Agriculture of the Republic of Kazakhstan, National Agrarian Research Educational Centre, akimat of Astana, State institute of development of agriculture and rural areas (LEL), Germany; German agrarian center "DAZ" (Republic of Kazakhstan) and other unacademic partners from different countries. Introduction of the new training program of magistracy in "Economics" became the main subject of discussion of the international conference. Meleshenko N.N. made report from Kazakhstan higher education institutions with the report "The training program of SARUD at Kazakhstan universities: specialty - Economics. Results of training. Integration of training"; Niyazbek Kalimov (Kostanay State University) has reported on the new training program of SARUD realized in Kazakhstan; about "The training program of SARUD in Kazakhstan: a format of the state final exam and subjects for the thesis" Anargul Belgibayeva reported, (Kokshetau State University of Sh. Ualikhanov). 

Work in local groups of a conference "Participation of experts partners in introduction of the training program", "International cooperation within implementation of the program of a magistracy" became substantial and productive: During the meeting much attention has been paid to the exchange of experience between higher education institutions of different countries, to the results of training and Dublin descriptors, academic mobility of students, structure and the content of a platform of knowledge. The program of a conference was interesting and saturated. Participants had a substantial excursion in Astana. They also attended the international exhibition "EXPO - 2017". The trip to LLP Agrofirm “Rodina” and an expert meeting with the head of agricultural firm I. A. Sauer have been organized. Review of economy, direct communication with general director Sauer I.A. and his deputy Verevkin A.P. have made an unforgettable impression on all participants of an offside event. As they became witnesses of high achievements of LLP AF “Rodina” in agrarian production and in the sphere of social responsibility of business which has developed in this economy thanks to creative top management and efforts of all staff.

Following the results of the intermediate international conference "Steady Agriculture and Rural Territories Development" - SARUD the plan of further activities for implementation of the project has been coordinated.

The first coordination meeting by Erasmus+ project at KATU

From the period of February 29 and March 2, 2016 the first Coordination meeting with partner universities by SARUD project  «Sustainable development of agriculture and rural areas", implemented within the European Union Erasmus + program was held at Saken Seifullin Kazakh Agro Technical University (hereinafter - KATU).

The aim of the project is to develop a relevant, attractive for students, adapted to the conditions of Kazakhstan graduate program for the development of rural areas. The project involves 11 HEIs from Kazakhstan, Germany, Russia, the Czech Republic and Poland.

The project coordinator is Hohenheim University (Germany, Stuttgart), one of the leading research agrarian universities in Europe.

The coordination meeting was attended by Anna Voitenko, the administrative coordinator of Hohenheim University (Germany), project participants - members of working groups of A.Baitursynov Kostanay State University, Sh. Valikhanov Kokshetau State University, KATU as well as non-academic partners RPA (Republican Public Association) "Union of Farmers of Kazakhstan" and ALE (Association of Legal Entities) "Association of forest organizations and forest products “Zhasyl Orman".

Mogilnyy S.V., Deputy Chairman of the Board for Strategic Planning, Science and International Cooperation of Saken Seifullin KATU gave welcoming remarks and a brief presentation for the participants of the meeting. 

Satenbayev E.N., Deputy Chairman of the Board for Science of the NAREC "National Agricultural Research and Education Center" also welcomed the participants of the Coordination meeting where he pointed out the project support and confidence in its successful implementation.

The educational standards in Kazakhstan, analysis of the situation in the field of rural development and the requirements of potential employers to the future graduates of the new master's program were discussed in the framework of the working meeting. Scientific experts from Czech University of Life Sciences, University Hohenheim and K.A. Timiryazev Moscow Agricultural Academy took an active part in the discussions on-line.

 Following the meeting it was agreed a plan of actions for the implementation of the project recommendations for its further advancement. The next coordination meeting is scheduled for April of this year and will take place in Omsk, Russian Federation, on the basis of P.A. Stolypin Omsk State Agrarian University.

Monitoring of Erasmus + projects (1-2 of March, 2016)

On the 1st -2nd of March, 2016 at Saken Seifullin Kazakh Agro Technical University (KATU) it was held monitoring of the EU projects of  Erasmus +  program in enhancing the capacity and credit mobility by which the University is the participant.

 The project "Sustainable agriculture and rural development" is implemented at the Economy Faculty. The project involves 11 HEIs from Kazakhstan, Germany, Russia, the Czech Republic and Poland and it is coordinated by Hohenheim University (Germany, Stuttgart), one of the leading research agrarian universities in Europe.

Project monitoring was conducted  by Tasbulatova Sh. U., the National coordinator of Erasmus + program in Kazakhstan on behalf of the Executive Agency for Education, Audiovisual and Culture (EACEA) of the European Commission in the framework of the standard monitoring procedures for all capacity building projects in the higher education of Erasmus + program (CBHE).

This event is held in accordance with the draft monitoring plan for CBHE in 2016.  The purpose of project monitoring 561969-EPP-1-2015-1-DE-EPPKA2-CBHE-JP «Sustainable agriculture and rural development" (coordinator from KATU Meleshenko N.N.) is the evaluation process of the project at the moment, and getting information on the results and the achievement of its objectives, to familiarize with the real situation in which the project is carried out, as well as an understanding of the broader context. During the meeting with participants of the project, Shaizada Umurzakovna evaluated projects by five criteria: relevance and quality of the design of the project application, the efficiency of project implementation, effectiveness, potential impact and the potential for sustainable development. 

Monitoring of the project by the international credit mobility (MKM) was carried out according to the following criteria: availability of documents required for the signing of the host and sending university, the transparency and openness of the selection procedure for mobility, appropriate support participants before the mobility and recognition of study period in the host institution. In the work of monitoring this project, Meiramova S.A., Director of the Center of International Cooperation and Multilingual Education,  Zhagalbayev B.T., a specialist of master's programs and doctoral studies of the Department of postgraduate education, Baitelenova A.A., Deputy Dean of Agronomy Faculty and Kitaibekova S.O., Institutional Erasmus+ Coordinator of KATU have participated.  

According to the project on the basis of competitive selection two first-year Master students of Agronomy Faculty Sagatbek Sumbile and Auteleeva Rysgul will start a year-long mobility from the 1st of April, 2016 as well as Leader L.A., an Associate Professor of "Veterinary Medicine" Department will deliver lectures and improve skills during two weeks at Hohenheim University.

Сoordination meeting in the framework of project SARUD (Omsk)

On April 19-20, 2016 it was held a coordination meeting in the framework of European Union ERASMUS+ project SARUD «Sustainable Agriculture and Rural Development» at P.A. Stolypin Omsk State Agricultural University.

The meeting was attended by 15 universities from Kazakhstan: JSC " S.Seifullin Kazakh Agro Technical University", A.Baitursynov Kostanai State University, Sh. Valikhanov Kokshetau State University as well as HEIs from Germany, Russia, Czech Republic and Poland. Project Coordinator is Hohenheim University (Germany, Stuttgart), one of Europe's leading agrarian research universities. The outcome of the project was the development of Master program, providing training of competent specialists in sustainable agriculture and rural development in the conditions of the specific features of Kazakhstan and Russia.

By the program of the meeting it was discussed the principles for the development of rural areas in Kazakhstan and Russia. On behalf of our university, the report on the status and prospects of development of rural areas was made by Mogilnyy S.V., Vice-Rector for Strategic Planning, Science and International Affairs.

It has been also discussed in detail the results of situation analysis of the labor market and assessment of core competencies and requirements identified by employers of agriculture and rural development agencies. The named analysis were performed by all Kazakhstan partner –universities in the framework of SARUD project. Generalized results of the country were reported by the project coordinator from Kazakhstan – N.N. Meleshenko.

Modern educational standards and their development in Kazakhstan were described by Zharlygasov Zh., Vice-Rector for Science of A.Baitursynov Kostanay State University.

During the meeting, a lot of attention was paid to the exchange of experiences between the partner universities, including non-academic partners in the project , in terms of the results achieved over the past already realized projects of the European Union TEMPUS and ERASMUS +. It was such projects as RUDECO and EPASAT. Colleagues from Sh. Valikhanov Kokshetau State University shared their experience. Foreign partner universities summarized their project experience of their universities (Czech University of Life Sciences in Prague, Warsaw University of Life Sciences in Poland, the University of Applied Sciences Nuertingen-Geislingen Germany).

According to all participants’ opinion, Coordination meeting by SARUD project at P.A. Stolypin Omsk State Agrarian University was intense and fruitful, and has been organized at the highest level.

Round table with the participation of stakeholders of the international project ERASMUS + «Sustainable agriculture and rural development» - SARUD (7 of June 2016)

As part of the project EU ERASMUS+ SARUD «Sustainable agriculture and rural development" on 20-22 June 2016 on the basis of the German Agricultural Center in the village of Akmola region Chaglinka Zerenda area second regional coordination meeting was held together with the partner universities of Kazakhstan and the main project coordinators from University of Hohenheim (Germany). The result of the implementation of SARUD project will be the development of postgraduate programs, providing training of competent specialists in sustainable agriculture and rural development in the conditions of the specific features of Kazakhstan and Russia.

Three universities of Kazakhstan took part in the meeting: «Kazakh Agro Technical University named after S.Seifullin», Kostanai State University named after A.Baitursynov, Kokshetau State University named after Sh. Valikhanov.

Martin Dietrich Hohenheim University opened the workshop. Universities-partners presented the results of the survey of stakeholders. Martin Dietrich had a critical review of educational program presented by Kazakhstan partner universities and systematized recommendations given by foreign universities on their first option. During the meeting between Kazakh partner institutions, it was agreed to introduce a version of the curriculum on a specialty "Economy", at the same time dividing the modules to each other and having designated responsible for developing the content of the disciplines. All universities agreed on the fact that the content of the modules will be formed on the basis of an interdisciplinary approach to teaching postgraduates. All graduate training program will consist of the following blocks: economic, environmental, social and technological. Each discipline will include, first of all, specialized topics and themes of each of these blocks.

One of the objectives of the meeting was the formation of interuniversity creative teams on the joint development of modules. Each partner university in his presentation gave a brief information about the professional competence of modules developers. At the end of the session prof. Dr. Dietrich spoke about the upcoming training seminars in Germany, Poland, the Czech Republic and noted the importance of cooperation and collaboration between the partner universities, since it greatly affects the sustainability of the project. Participants of the meeting expressed deep confidence that the cooperation between Kazakhstan and foreign partner universities in the future will only be strengthened.

Second Regional Coordination Meeting on the basis of the German Agricultural Center

On the sustainable development of agriculture and rural areas - at a scientific conference (April 21, 2017)

On April 21, 2017 at S. Seifullin Kazakh Agrotechnical University was held National scientific and theoretical conference "Seifullin Readings – 13: keeping traditions, creating the future", devoted to the 60 anniversary of Saken Seifullin Kazakh Agrotechnical University.

The main objective of a scientific conference is use of young scientists’ innovative potential, increase of students’ interest in research activity, development of creative potential and increase in prestige of scientific activity. The conference became the dialogue platform for undergraduates, postgraduates, and young researchers, the presentations of scientific results of young scientists of Kazakhstan and abroad.

E.I. Islamov, director or the department of science of NAO “National Agrarian scientific and educational center”, reported in the plenary session on “New approaches of AIC RK scientific support”. He noted that National scientific council (NSC) identified agrarian science as a separate field of “Stable development of AIC and agricultural product safety” and set 7 priorities by the decision Supreme scientific and technical committee (SSTC) from the14th of March, 2017.

One of the priorities is “Stable development of agricultural territories”, including tasks on development of economic cooperation models of agricultural producers on different fields, creation of development models of agricultural territories on the basis of regional specialization. In the session of “Economic problems of agrarian sector of Kazakhstan” A.S. Ismailova, administrator of “SARUD – Stable development of agriculture and agrarian territories” project in the framework of EU “Erasmus +”, noted that the development of master program which trains competent specialists on stable agriculture and development agrarian territories under the specific conditions of Kazakhstan and Russia has become the result SARUD project realization. Training of master students on the “Economics” is going to start in September, 2017.

The third joint regional coordination meeting on the EU international project ERASMUS+ "Sustainable Agriculture and Rural Development" (SARUD) in the Michurinsky State University of Agriculture (Russia)

From 2 to 5 May 2017, at the Michurinsk State Agrarian University was held the 3 rd joint regional coordination meeting within the framework  of the EU ERASMUS+ project entitled “ Sustainable agriculture and rural area development” (SARUD)

The coordination meeting was devoted to review of activities and results of the project.

The presentation on the structure and mechanisms of the project, channels of communication between all participants,  management plan quality of the project and dissemination strategy of results was made by the the University of Hohenheim coordinators.

The latter is extremely important as the first class of master’s degree candidates for the "Sustainable agriculture and development of rural areas" programin the specialty «6M050600 – Economics» will be implanted in 2017 as part of the implementation of the SARUD project.

Graduates of this program can work in public service, in the departments of agriculture of different levels,in  research institutes,in  higher and secondary schools.

The rector of the  Federal State Budget Educational Institution of Higher Education “Michurinsk State Agrarian University”, Babushkin V. A., delivered welcoming remarks on the first day of the meeting, who expressed its support for the draft and responded positively on the results of the cooperation with Kazkhstan partner high schools.

Besides the presentation of subtotals of the draft, the further action on realization to implement the programme at the universities of Kazakhstan (KATU named after S. Seifullin, KSU named after A. Baitursynov,  KSU named after Sh. Walikhanov), and in higher educational establishments of Russian Federation (Omsk state agrarian university, Michurinsk state agrarian university, Buryatstate Academy of Agriculture, Novosibirsk state agriculture university) in a careful and constructive manner were discussed at the meeting.)

Much time was spent focusing on the future meeting of the expanded partner high schools as a consortium of the SARUD project to be held in Astana from 3 to 5 July 2017.

Meeting with graduates of the Faculty of Economics for dissemination of information for students entering the Master's program "Sustainable Agriculture and Rural Development", specialty in 6M050600-Economics

On May 12, 2017, the meeting of graduates of all specialties of the bachelor's degree in economics with the acting head of the postgraduate education department, Imasheva A.Sh., the dean of the Faculty of Economics, Ismailova AS and the head of the departments was held. Graduates of the bachelor's degree in economics are currently completing their thesis, that is, they are at the final stage of their studies and are seriously thinking about the prospects for further education in Master courses. In this regard, they were provided with detailed information on the general rules for admission to the Master courses; Preparatory courses for learning English, which are organized at an affordable fee, in order to improve the results of the centralized entrance examination.

The heads of the departments of the economic faculty told about specific features and requirements for those entering their specialties. Head of the Department of Economics Meleshenko N.N Once again provided full information about the advantages of the scientific and pedagogical master's program "Sustainable Agriculture and Rural Development", in specilaty M050600-Economics, which was developed jointly with partner universities in the framework of the international project SARUD ERASMUS +.

The program "Sustainable Agriculture and Rural Development" is based on the concept of sustainability, which involves a combination of economics, ecology and sociology. The technological disciplines will also be taught to potential students in the above degree, as according to the results of the situational analysis it became clear to what extent the rural akimats, disctrict and regional agricultural departments, the Ministry of Agriculture of the RK, experts with knowledge in these professional spheres, that is, with the basic Education are essential.

The SARUD Master's Program "Sustainable Agriculture and Rural Development" staring 2017 will be implemented by Kazakhstan partner universities (KATU named after S. Seifullin, A. Baitursynov KSU, KSU named after Sh. Ualikhanov), and Russian partner universities (Omsk SAU, Michurinsky SAU, Buryat State Agricultural Academy, Novosibirsk SAU). The project is coordinated by the University of Hohenheim (Stuttgart, Germany). The content of the Curriculum was assessed by the foreign participants of the project: the Czech University of Natural Sciences (Prague), the Warsaw University of Natural Sciences (Poland), the Timiryazev Academy (Moscow, Russia). Academic mobility of students is planned, including in the partner universities of the SARUD project.

The enrollment to the scientific and pedagogical master program on specialty 6M050600-Economics with specialization Sustainable agriculture and rural development" is announced

The curriculum of this master program was developed with the participation of foreign universities-partners from Germany, Czech Republic, Poland and Russia within Erasmus+ SARUD project.

The coordinator of this project is the University of Hohenheim (Stuttgart city, Germany).

The study on the abovementioned master program ensures training of competent specialists in the field of sustainable agriculture and rural development in the conditions of characteristic features of Kazakhstan.

Activities on the SARUD Erasmus+ project after its completion

1. On the basis of ENU. L.N. Gumilev  on October 25-26, an exhibition of completed projects ERASMUS + EU, organized by the National Office of the program was held. Sustainable Agriculture and Habitat Development Project - SARUD. The event was held in accordance with a rich and clearly structured program. Exchange of experience between universities - project implementers and important recommendations were made by the National Office of the Republic of Kazakhstan.

2. To participate in the Cluster meeting, also organized by the ERASMUS + National Office in Almaty on the basis of Kazakh National University named after Al-Farabi, according to the completed international educational project "Sustainable agriculture and rural development" - SARUD, the following reports were prepared:

  • A preliminary questionnaire for participants of the Cluster meeting “Projects on the development of educational programs: the participation of employers and other interested parties”;

REPORT 

on the Cluster meeting «Projects on the development of educational programs: participation of employers and other interested parties» 

The cluster meeting was dedicated to the participation of employers and other interested parties in the development of educational programs for Erasmus + international projects. The meeting took place on May 15, 2019 at the Kazakh National University. Al-Farabi in Almaty. The topic of the meeting was determined taking into account the challenges faced by project teams for the development of EP. The cluster meeting was attended by members of the Erasmus + project teams (representatives of 25 projects implemented in 38 universities of Kazakhstan), external stakeholders, members - a total of 108 people from 48 organizations. Prior to the event, the national office did a lot of preliminary work on organizing feedback with each potential participant of the Cluster Meeting, which resulted in the following documents being submitted to the office from the participants: “Brief Background Information on the Projects”, “Preliminary Questionnaire for Participants of the Cluster Meeting”, "Application for participation in the Cluster Meeting." 

The National Office has developed a clearly structured Cluster Meeting Program, which is based on an assessment of the impact of projects at various levels, sustainability, difficulties and obstacles. Based on the results of a detailed analysis of these positions, the main conclusions of the meeting were formed and recommendations were given: general and for individual projects.It is difficult to overestimate the role of stakeholders at various stages of the design and implementation of educational programs, therefore, during the work of the Cluster Meeting, the best practices of involving employers and other interested parties in the development and implementation of educational programs were announced and announced. The plenary presented substantive speeches followed by a Q&A session. So, in the presentations of ECAP, LMPI, ACADEMICA projects, the individual stages of development of the OP were reflected. Under the APPLE project, the employer's vision was given to form an EP. The Tempus I-WEB project team reported on the results of their sustainability. The ENINEDU project has demonstrated forms of interaction with employers.In the afternoon of the Cluster meeting, projects on which there were no reports at the plenary meeting presented their results in working groups. Project Objectives:

Recommendations: To ensure the sustainability of programs in the long term, it is necessary to intensify efforts to advertise the master's program among other regions, attracting more undergraduates. Designing and implementing short-term courses for interested industry representatives will also add value to the program.

In SARUD Masters degree Ankas Bakkozhaev is study in gat KATU named after S. Seifullin , who has been working in the agricultural sector for over 17 years. In SARUD  magistracy KSU named after A. Baitursynov in 2018 entered the employer, representing the State institution "Management of Agriculture" of the Kostanay region. 

The main results:

As a result of the SARUD project, a master's degree with the specialty in Economics was opened with the same name. Literature and equipment worth 30 thousand euros were purchased for the university. In 2019, the first graduation of students at the SARUD master program was made. Two enrollments (2018, 2019 of admission) to the SARUD master program were carried out, in an amount significantly exceeding the first set of 2017.After its completion, the project participated in monitoring, an exhibition of projects, a Cluster meeting (Almaty), and a competition of posters for international EU projects ERASMUS +.

Meeting of master students and lecturers with administration of university concerning to the opening of new study program «Sustainable agriculture and rural development» - SARUD on specialty «Economics»

On 20 September, 2017 meeting of the vice-rector for scientific and innovative activities Tokbergenov I.T. with lecturers and master students of the study program "Sustainable Agriculture and Rural Development" – SARUD was hold  in the small conference hall of the S.Seifullin KATU. The program is new for our university and is realized for the first time by the Department of Economics. Highly qualified lecturers of different departments and faculties participate in the educational process, as the curriculum is interdisciplinary in its content, combining economic, ecological, social and technological modules.

The master program "Sustainable Agriculture and Rural Development" was the result of the implementation of the international project. The aim of the project is the development of an actual, attractive for the students, adapted to the conditions of Kazakhstan master program in the sphere of sustainable agriculture and rural development. The project involves universities from Germany, Czech Republic, Poland, Kazakhstan and Russia. Partners from Kazakhstan are S.Seifullin KATU, Kostanay and Kokshetau state universities. The coordinator of the project is the University of Hohenheim (Germany, Stuttgart), one of the leading research universities in Europe in the field of agriculture.

Vice-rector for scientific and innovative activities Tokbergenov I.T. emphasized the importance and relevance of the SARUD curriculum, its timeliness and relevance. He shared vision of the prospects for the development of this program and wished successes to the master students and the team of lecturers, involved in the educational process.

The national coordinator of the SARUD project, the head of the department of economics Meleshenko N.N. especially noted that the study program was developed under the leadership of the project manager, Professor Martin Dietrich (University of Hohenheim, Stuttgart) and with the close cooperation of European, Kazakhstani and Russian partner universities and non-academic project partners.

The project's administrator, the dean of the Faculty of Economics Ismailova A.S., also noted the importance of this program, she mentioned the opportunities for students and expressed confidence that the study of students in the educational program "Sustainable Agriculture and Rural Development" - SARUD for government levels and the real economy will play an essential role in the development of the regions.

All participants of the meeting expressed general confidence in the successful implementation of the SARUD educational program and the further fruitful cooperation of all partner universities in terms of improving the content of the modules and the program.

The meeting of the Steering Committee of the project SARUD

The meeting of the Steering Committee of the SARUD project was held at the Czech University of Natural Sciences (Czech Republic). Representatives from universities of European partners, national coordinators of Russia and Kazakhstan took part in the meeting.

The following issues were issued at the meeting: Creation of the Knowledge Platform and national networks that were reported by the platform administrators Dr.Sc.Merzlov A. (Timiryazev MAA) and Candidate of Economic Sciences, Associate Professor Vorontsova N. Based on the results of their information, further steps were identified on gathering of information and content fill of the Knowledge Platform, structuring information, launching the platform and other issues.

The meeting drew attention to the practical orientation of the international master program "Sustainable Agriculture and Rural Development". First students were enrolled in the specialty "Economics" at our university in 2017. The implementation of the Educational Program assumes a wide involvement of stakeholders and its constant evaluation.

National Project Coordinator Meleshenko N. made a presentation on the report how the program of the specialty "Economics" started at Kazakhstan universities. Therefore, the issue of building the capacity of partner universities was discussed. The project administrator Ismailova A. took a participation in the discussion on the issue of consulting visits and the Project Quality Control Plan, which included additional criteria. On all issues of the Quality Control Plan, the project will be evaluated by external experts, their candidacies, in turn, were proposed by each partner institution and approved at this meeting of the steering committee.

At the meeting of the steering committee, the necessity of publishing educational and methodological complexes on the disciplines of the SARUD master program was justified, taking into account comments on units made by foreign experts. According to Russian partner universities, the publication of educational materials is basically completed.

The issue of purchasing equipment and literature by partner universities within the framework of the SARUD project was resolved. They talked about subscriptions to various electronic literature bases. On the purchase of literature on paper carriers (from universities it is necessary to provide the final versions of the subscription).

An important issue is the continuation of the dissemination of information on the implementation of the SARUD project. In each university on the university's website there should be a page of the project where is possible constantly post thematic materials. Also, information can be reflected on SARUD Facebook, Science News, Media.

The Czech University of Natural Sciences offered to publish the materials of the project participants in the Compilation of the International Conference to be held in CULS, Prague, on 7-8 June 2018.The conference is cited in the Web of Science. Foreign partners of the Hohenheim University, the Czech University of Natural Sciences, and the Warsaw University of Natural Sciences told about the high requirements for articles in international scientific bases, the procedure for submitting articles and suggested to publish  a joint article in the journal with high impact factor about content and implementation of the SARUD project.

All participants of the meeting noted the high activity and productivity of the members of the Steering Committee of the SARUD Erasmus+ project.

4th Regional Coordination Meeting on the SARUD

On March 1-2, Stavropol State Agrarian University hosted the 4th regional coordination meeting on the project "Sarud" Sustainable Agriculture and Rural Development ", in which the dean of the Faculty of Economics IsmayilovaAliya and Head of the Department of Economics Meleshenko N. took part.

The meeting was attended by representatives of all universities - partners of participants in the consortium of Russia and Kazakhstan, as well as project leader Hohenheim University Professor Martin Dieterich and project coordinator Anna Voitenko. The program of the meeting was quite rich.

Rector of the Stavropol State Agrarian University, academician of the Russian Academy of Sciences Vladimir Truhachevdelivered a welcoming speech before the meeting.He spoke about his university, about the University's achievements in recent years.University being the leader of agrarian education in Russia is one of examples. 

Particular attention was paid to launching the educating program "Sustainable Agriculture and Rural Development" in universities in Russia and Kazakhstan. On this issue, a report on the launch of the program on specialties in Agronomy, Economics, State and Municipal Management in Universities of Russia and from Kazakhstan on the launch of a new educational program in the field of Economics was delivered by the National Project Coordinator, Head of the Economics Department at KATU. S. Seifullina, Candidate of Economic Sciences, Associate Professor Meleshenko N. Speakers noted that educational programs had passed all stages of the discussion and were successfully approved by university councils and accepted for implementation. Also, the actual data on the enrollment for 1st   course of the 2017-2018 school year was given, it should be noted that 10 to 20 people were enrolled for 1 course at the universities of Russia for each course, and it was noted that the master's studies in Russian universities are conducted on in correspondence form. In the universities of Kazakhstan, from 2 to 5 people were enrolled for the first year, this is due, in the opinion of the meeting participants from the universities of Kazakhstan, to the fact that potential graduate students have a choice: whether to study in the scientific and pedagogical direction (2 years) or profile (1 year) , and the second moment - a small amount of grants allocated for training in the specialty Economy. N. Kazydub, E. Imeskenova, G. Korotkov, A. Ismailov, N. Nurmuhanbetova, etc. took part in the discussion. Nevertheless, the training program Sustainable Agriculture and Rural Development was launched and successfully implemented in four universities in Russia and three in Kazakhstan.

  Another issue that has been considered is the creation of a knowledge platform and a national network.Representatives of the Russian State University, Timiryazev Moscow Academy of Agriculture, Professor MerzlovA.andVorontsova N. are responsible for this work package. They presented an approximate platform structure and it was determined what each university needs to do to fill it with materials from each university..

In addition, the meeting raised the issue of building the capacity of universities through the acquisition of equipment and the purchase of literature. Also, internship is planned for the participants of the project on the modules of the educational program in which professors from foreign partner universities of Germany, the Czech Republic and Poland will be involved in training. Also, within the framework of the meeting, an online session was held with Axel Schwerk from the Warsaw University of Natural Sciences on the research and results of the project, in particular on the preparation of a publication on the results of the implementation of the Sarud project in the materials of the international conference in Prague and in the journal with the impact factor. At the end of the meeting, L. Shmidt of the Novosibirsk State Agrarian University informed about preparations for the final conference, which is planned for May 3-4, 2018 in Novosibirsk at the State Agrarian University.

During the final conference, it is planned to organize a debate on the issues of ecology, sociology, economics and agrotechnology, which are components of an interdisciplinary educational program in the "market area" format. It is planned to participate in the conference for students of this educational program in universities of Omsk and Novosibirsk, stakeholders, the Ministries of Agriculture of Russia and Kazakhstan, foreign experts and non-academic partners of the project.

About the final conference on the project «SARUD» in Novosibirsk

In the period from May 3 to May 5, 2018, The final conference of the project "Sarud" was held at the Novosibirsk State Agrarian University.

Representatives of Russian and Kazakh universities-participants of the project, as well as non-academic partners of the project took part in the conference. From the universities of Kazakhstan, Meleshnko N.N, Ismailova A.S., Zadvorneva E.P. took part in the conference. (S.Seifullin Kazakh Agrotechnical University), Zharylgasov Zh., Kalimov N., Sartanova N. (A.Baitursynov Kostanai State University), Belgibaeva A., Nurmukhanbetova N., Bermaganbetova L. (Ualikhanov Kokshetau State University). From non-academic partners from Kazakhstan, Sataeva A. (Zhasyl Orman), Umerzakov Zh. (Association of Farmers of Kazakhstan), Musabaev M.(Agriculture Department of Kostanay region), D. Talasbayev (Agriculture Department of Akmola region) took part. 

The welcoming speech was made by the rector of the Novosibirsk State University, Professor Denisov A.S. who congratulated everyone on the beginning of the conference and wished everyone fruitful work. In addition, the participants of the conference were greeted by M. Dietrich - the head of the project "Sarud" (University of Hoyenheim, Germany), E. Leshchenko. - Acting Minister of Agriculture of the Novosibirsk Region.

Interesting reports were presented at the first session. Such, for example, as the "German-Russian dialogue-the development of rural areas as a key aspect in bilateral agricultural political relations", the report of the head of the Maslyaninsky district of the Novosibirsk region, V.V. Yarmanova on the integrated development of rural areas on the example of Maslyaninsky district. Of great interest was the report of Professor A. Merzlov "The Most Beautiful Villages of Russia", as well as the report of Professor A. Yemelyanov "Center for the Transfer of Technologies for Management of Bioresources as a Result of RUDECO and SARUD Projects".

The national coordinator, the head of the Economics Department of the Seifullin KATU Meleshenko N.N. spoke about how the project was implemented in the partner universities of Kazakhstan. She presented the work done on the situation analysis and development of the training program "Sustainable Agriculture and Rural Development".

Also, Russian and Kazakh graduates studying under this program shared their impressions, they told about their expectations from this program, about their place in the implementation of the program and about the prospects for their future professional activity.

The peculiarity of this conference was that it held open events with the involvement of the general public in the format of the "Trading area" with subsequent discussion platforms: the first one - "Sustainable agriculture and rural development - why is the balance between the pillars of sustainability a key role?" , the second - "Agriculture and regional development of Russia and Kazakhstan on the road to sustainability, the response of modern challenges." Also, within the framework of the conference, a meeting of the Steering Committee took place, in which Meleshenko N.N. and Ismailova A.S. took part. The issues of knowledge platform, quality plan and organizational issues were discussed here, which should be solved before the end of the project.

On the whole, I would like to note that the conference was held at a very high level and the goals and objectives of the SARUD project were resolved.

Trainings at the Novosibirsk State Agrarian University on May 5-7, 2018

During the period from May 5 to May 7, the Novosibirsk State Agrarian University hosted trainings for participants of the SARUD project on the subjects that entered the educational program in the specialty 5M050600 - Economics "Sustainable Agriculture and Rural Development" which is "Information and Advisory Support for Rural Areas economy" and "Involvement of rural population in the development of rural areas ". As coaches, Angelika Thomas, V.Koshelev - doctor of economic sciences, professor of the Moscow Academy of Arts. Timiryazeva and A. Merzlov - Doctor of Economics, Professor of the Moscow Timiryazev Agricultural Academy. The participants of the project were the participants of the project, the teachers of the partner universities of Russia and Kazakhstan.

In the training "Involvement of the Rural Population in the Development of Rural Territories", a senior lecturer of the Seifullin KazATU, Department of Economics, E.P. Zadvorneva. Doctor of Economics, Professor A. Merzlov gave examples of the participation of the rural population at various stages of the development of rural development programs; showed alternative administrative and subsidiarity models of rural development management. Participants in the training concluded that the active participation of the rural population contributes to the solution of such tasks as the strengthening of democracy; expansion of one's own powers; resource mobilization; development of a holistic integrated approach to the development of the territory; adoption of optimal and effective solutions; development of programs and their implementation.  

In the training "Information and advisory support of agriculture" participated the head of the Department of Economics of S.Seifullin KATU Meleshenko N.N. and Associate Professor of Accounting and Audit Department Ismailova A.S. Training on the discipline "Information and advisory support of agriculture" consisted of describing the importance of counseling in the common sense and attempting to answer course participants on the questions of what counseling  is all about, what counseling  requires from a consultant, what brings counseling to the client and society. To do this, coach Angelica Thomas has used an interesting brainstorming technique and work in groups. At the end of this lesson, the students agreed that they would certainly use this technique when conducting their own studies. Professor Koshelev V.M. in his lecture gave the main categories and concepts of project analysis, as well as the main indicators that characterize the effectiveness of investment. At the end of the training, a business game was held to make management decisions based on project analysis. All the listeners showed interest, and when discussing the results of the training, they noted the unconditional benefit of the course.

Seminar on "Bioeconomy", Moscow May 17-18, 2018

Within the framework of the international project ERASMUS + "Sustainable Agriculture and Rural Development" - SARUD from  May 17 to May 3, 2018, at the Russian State Agrarian University - Moscow Timiryazev Agricultural Academy seminar were held:" Bioeconomics".

Doctor Juergen Braun of the University of Nürtingen (Germany) presented to our attention the course of "Bioeconomy", the report contained material from the basic concepts and definitions to the problems of bioeconomics. The great importance of bioeconomics today is due to the trend of sustainable socioeconomic development of the national economic complex, when the growing needs of the population are met, the use of resources is highly efficient, and the environment is environmentally safe when we strive to improve the state of the environment and the natural resource potential of production. Thus, bioeconomics presents alternative solutions that could use innovations, promote economic growth, and, most importantly, result in a useful result for society and the environment. 

Substantive material was presented by Ph.D., director of the Center for Bioeconomy and Eco-Innovation, Faculty of Economics Pyotr Kiryushin, Lomonosov Moscow State University. Pyotr is the head of the master's program "Biotechnology Management" of the Lomonosov Moscow State University, shared his experience in developing similar projects (educational programs), gave an explanation of his vision of concepts and definitions of bioeconomics, its relevance and significance.

The final course is Koshelev V. Doctor of Economics, Head of the Department of Management, Institute of Economics and Management of the agrarian and industrial complex of the Russian State Agrarian University - Moscow Timiryazev Agricultural Academy introduced the theme of organic agriculture. The importance of organic agriculture in modern conditions is determined by the urgency, the need for healthy nutrition. Organic farming is a holistic system for managing agricultural production, which supports and contributes to the preservation of the environment and the accumulation of natural capital. The report was presented with an emphasis on management practices, taking into account that specific regional conditions require their own mechanisms adapted to their region, which is accompanied by the application, where possible, of agronomic, biological and mechanical methods. At the same time, the basis of modern organic agriculture is the scientific approach, a deep understanding of the processes of plant nutrition, soil science, landscape science, fodder production, animal husbandry, etc. 

Bioeconomics is one of the key elements for achieving sustainable development of rural areas, which will provide the opportunity to meet the needs of both modern and future generations.

Within the framework of the international project ERASMUS + "Sustainable Agriculture and Rural Development" - SARUD on June 29 here in FGBOU VO Filippova "BSHA" organized an international scientific and practical conference "Agrotourism in the sustainable development of rural areas" and a round table "Factors of sustainable development of rural areas." During the stay, much attention was paid to the exchange of experience between universities of different countries, entrepreneurs, representatives of state and local authorities.

Monitoring of the project "Sustainable Agriculture and Rural Development"

On September 13, 2018,  in Kokshetau State University named after Sh. Ualikhanov National Office Erasmus + in Kazakhstan on behalf of the Executive Agency for Education, Audiovisual and Culture (EACEA) of the European Commission in the framework of the standard monitoring procedures for all capacity building projects in the higher education of Erasmus + program (CBHE) was held monitoring of the project 561969-EPP-1-2015-1-DE -EPPKA2-CBHE-JP "Sustainable Agriculture and Rural Development". The report about results of the project was represented by project scientific Lead Martin Dieterich (University of Hohenheim), project coordinator Anna Borsuk (University of Hohenheim), regional coordinator of SARUD project Meleshenko N. On September 14, 2018 the I International Conference "Internationalization of higher education: experience of the realization of joint European projects" was held at Sh. Ualikhanov KSU conference dedicated to the 10th anniversary of the joint European projects Tempus IV, Erasmus Mundus and Erasmus+.  The purpose of the conference: implementation of joint European educational projects, exchange of experience.

The meeting with PhD, professor from Aleksandras Stulginskis University Vilma Atkociuniene

On October 12, 2018, the meeting of teaching staff “Economics” department and master students of “Economics” specialty of  SARUD education program with Vilma Atkociuniene, PhD, professor from Aleksandras Stulginskis University.

Vilma's research area is the evaluation and management of rural social infrastructure, the strategic management of rural areas, rural communities organization development, the principles of LEADER method, community based local development, innovations of rural development, development of short food supply chain and local food system.

Vilma reported about herself and about   Aleksandras Stulginskis University, which situated in Kauno, Lithuania.

Vilma Atkociuniene introduced the goals and objectives of main international projects about sustainable agriculture and rural development, for example  International project SOILS “Sustainability of small and family farms”, project SALSA “Small farms, small food businesses and sustainable food security”, International scientific project RETHINK “Rethinking the links between farm modernization, rural development and resilience in a world of increasing demands and finite resources”.

After reports master students and teaching staff discussed the results of these international projects and asked the questions to speaker.
