1) Full name of the research center: Joint Kazakhstan–China Laboratory for Biological Safety (JKCLBS)

The Joint Kazakhstan–China Laboratory for Biological Safety was established within the framework of the implementation of the Agreement between the Government of the Republic of Kazakhstan and the Government of the People’s Republic of China on Scientific and Technical Cooperation, as well as the Memorandum of Understanding between the Chinese Academy of Agricultural Sciences, Xinjiang Agricultural University, and S. Seifullin Kazakh Agrotechnical University (Non-Profit Joint-Stock Company)

 

2) Staff of the Joint Kazakhstan–China Laboratory for Biological Safety: The laboratory staff consists of seven employees: the Head of the Joint Kazakhstan–China Laboratory for Biological Safety, a specialist responsible for sample reception and data processing, three testing specialists, a quality manager, and a laboratory technician.

3) About the Laboratory:

This laboratory was established to study and diagnose infectious diseases in animals and poultry, as well as to conduct zootechnical analysis of feed and milk. The laboratory’s biosafety level and equipment allow it to work with pathogens causing highly dangerous and transboundary diseases in animals and poultry. Laboratory operations are organized in accordance with BSL-2 safety standards.

In accordance with food safety requirements, the feed and milk laboratory is located separately from the laboratory where infectious disease diagnostics are conducted.

 

Currently, the laboratory is accredited in accordance with GOST ISO/IEC 17025:2019 “General Requirements for the Competence of Testing and Calibration Laboratories.

JKCLBS is capable of conducting diagnostic studies on infectious diseases of animals and poultry, including brucellosis, bovine leukemia, bovine viral diarrhea, infectious bovine rhinotracheitis, bovine nodular dermatitis, equine influenza, equine rhinopneumonitis, paratuberculosis, infectious laryngotracheitis, infectious bronchitis, Newcastle disease, Gumboro disease, avian influenza, and mycoplasmosis. The laboratory also performs zootechnical analysis of milk (fat and protein content, somatic cell count with entry into the IAS platform) and zootechnical analysis of feed (dry matter, crude fiber, and crude protein content) within the scope of its accreditation.

  

 

Laboratory Accreditation Certificates

In 2024, the laboratory was accredited under GOST ISO/IEC 17025:2019 (ISO/IEC 17025:2017, IDT) “General Requirements for the Competence of Testing and Calibration Laboratories” by the China National Accreditation Service for Conformity Assessment (CNAS). The scope of accreditation includes the diagnosis of avian influenza, Newcastle disease, and brucellosis.

 

4) Scientific Work:

 

In 2025, two employees of the Joint Kazakhstan–China Laboratory for Biological Safety, Akanova Zh. Zh. and Baibolin Zh. K., completed advanced training under the WOAH Laboratory Twinning Programme of the World Organisation for Animal Health (WOAH) and received the corresponding certificates of completion.

Scientific Internship of JKCLBS Staff at the Harbin Veterinary Research Institute under the “WOAH Laboratory Twinning Programme”

On November 4–5, 2025, a technological seminar on the prevention and control of animal diseases was held in Sanya, Hainan Province, PRC. JKCLBS staff members Akanova Zh. Zh. and Baibolin Zh. K. participated in the event, presenting reports on the following topics: “Genome-wide Characterization and Comparative Phylogenomics of Three Salmonella Abortus equi Strains Isolated from Equine Abortions in Kazakhstan” “Distribution, Symptoms, and Modern Methods of Diagnostics of Trichinellosis”

Participation of JKCLBS Employees in a Technology Seminar in Sanya, PRC

 

The laboratory serves as a base for doctoral and master’s research, supports the completion of student theses, and organizes industrial and pre-graduation internships for students in years 3–5 of the State Educational Programs (SEPs) in Veterinary Medicine and Animal Husbandry and Biological Sciences.

The laboratory undertakes projects within the framework of targeted funding programs and grant financing, as well as international projects.

1 In 2024, Scientific Project 4M/23 “Prevention and Control of COVID-19 in Kazakhstan and Pakistan” (Project ID: ANSO-CR-KP-2021-02) was completed. The Scientific Coordinator was the Wuhan Institute of Virology, Chinese Academy of Sciences, PRC.

2 In 2025, the implementation of Project 5M/24 “Epidemiological Studies of Common Infectious Diseases in Herbivorous Animals, such as Horses, Cattle, and Sheep in Kazakhstan” began. The Scientific Coordinator is the Harbin Veterinary Research Institute, PRC, Harbin.

3. S. Seifullin Kazakh Agrotechnical University participates in the WOAH Laboratory Twinning Programme between the World Organisation for Animal Health (WOAH) and the Harbin Veterinary Research Institute (HVRI) as a joint project partner..

4. In 2025, Program BR21882327 “Development of New Technologies for Organic Production and Processing of Agricultural Products” was completed. The Project Leader was Tireuov K. M

5. The project 2024–2026 “Molecular-Genetic Characterization of Salmonella Strains Circulating in Poultry Farms of the Republic of Kazakhstan and Development of a Rapid Detection Test” is currently underway. The Project Leader is Borovikov S. N.
