Main Tasks of the Department
1. Working in the field of promotion and commercialization of the Society’s scientific developments and technologies, as well as managing intellectual property assets. 
2. Providing consulting assistance to the Society’s scientists and supporting them in the protection of intellectual property rights.
3. Training, professional development, and retraining of individuals engaged in the agro-industrial complex (AIC) in applying scientific and technical results, consulting AIC entities on the implementation of scientific results, and disseminating technological information among AIC entities.

Functions of the Commercialization Office:
1. Conducting awareness-raising activities on technology commercialization.
2. Advising applicants and potential partners on the conditions, forms, and mechanisms of financing commercialization projects.
3. Identifying the Society's scientific developments and technologies with commercialization potential.
4. Analyzing the Society’s patent portfolio.
5. Providing consulting services in intellectual property protection and licensing within its competence.
6. Organizing interaction between the Society and private enterprises, governmental and non-governmental organizations, innovation development institutions, venture funds, and other entities to promote and commercialize the university’s scientific developments.
7. Assisting the Society’s scientists in establishing new high-tech start-up companies (businesses).
 

Functions of the Knowledge Dissemination Office:

• Enhancing the qualifications and retraining specialists in the AIC and other economic sectors, considering the continuously increasing requirements.
• Meeting the needs of specialists in acquiring knowledge about the latest achievements in relevant fields of science and technology, as well as advanced domestic and foreign practices.
• Disseminating technological information through information systems, mass media, direct mailing, and other channels.
• Organizing and conducting short-term courses and educational seminars (master classes) with demonstrations of practical applications of advanced innovations and training for their use in production.
• Providing direct consultations by the academic staff of S. Seifullin Kazakh Agrotechnical University (KATU) to AIC entities by visiting agricultural producers and processing enterprises.
• Organizing seminars, roundtables, and other events to facilitate the commercialization of scientific developments and technologies with the participation of university scientists.

From January 1 to October 24, 2024, as part of Subprogram 100 of the Ministry of Agriculture of the Republic of Kazakhstan, "Information Support for Agricultural Industry Entities on a Gratuitous Basis," under Budget Program 267 "Increasing Access to Knowledge and Scientific Research," 22 knowledge dissemination events were held, including:
•    Two seminars on the topics:
o    "Requirements for Organic Production; Permaculture - A Sector of Organic Agriculture," held in Shagalaly village, Zerenda District, Akmola Region, at the Kokshetau Experimental and Production Farm.
o    "Precision Agriculture," held in Scientific Village, Shortandy District, Akmola Region, at the "A.I. Baraev Scientific and Production Center for Grain Farming."
•    20 webinars covering areas such as dairy cattle breeding, resource conservation and environmental protection, vegetable farming, poultry farming, and agricultural cooperatives.
As a result of the two seminars, 52 certificates were issued.
On April 23, 2024, an international seminar was held at S. Seifullin Kazakh Agro-Technical Research University in collaboration with "Aitas Agro" agroholding, two agricultural colleges from France (in Toulouse and Saint-Gaudens), and with the support of the Ministry of Agriculture of France.
According to the agreement, 30 direct consultations for farmers were conducted by the end of November 2024.
As of October 27, 2024, the total number of participants in the knowledge dissemination events reached 688 people.


At the end of last week, a meeting of the members of the Committee on Social and Cultural Development and Science of the Senate of the Parliament of the Republic of Kazakhstan was held in the Arshalynsky district of the Akmola region. This event was conducted as part of preparations for the upcoming parliamentary hearings on the topic "The Working Person – the Foundation of National Economic Growth and Prosperity" in the context of implementing the President’s Address "A Just Kazakhstan: Law and Order, Economic Growth, and Social Optimism."

The delegation visited key sites in the district, including the PC "Izhevsky," KH "Pitkovsky," and the State Communal Enterprise "Agrotechnical College of Arshaly Village" under the Department of Education of the Akmola region. One of the main issues discussed was the shortage of qualified personnel in agriculture, including agronomists, engineers, veterinarians, and livestock specialists.

The meeting was attended by agricultural producers, local government officials, and representatives from the regional maslikhat (local council). During the meeting, M.S. Zhumagaziyev, Director of the Department of Entrepreneurship and Commercialization of the NAO "KazATU named after S. Seifullin," addressed the participants, urging greater cooperation between agricultural producers, the district and regional administration to address staffing issues and develop agriculture. The head of the State Communal Enterprise "Agrotechnical College of Arshaly Village" also expressed interest in strengthening joint initiatives for long-term cooperation with the University.

  


On November 21–22, 2024, an off-site meeting of the Public Council of the Agency for Financial Monitoring of the Republic of Kazakhstan (AFM) was held in Almaty.

The meeting was attended by representatives of the AFM, members of the Council, and the Director of the Department of Entrepreneurship and Commercialization, Mr. M.S. Zhumagaziyev.

An important step was fostering interaction with the public and regions, as well as discussing pressing issues related to financial security and maintaining law and order in this area. During the meeting, AFM staff reported on ongoing efforts to eliminate unproductive intermediaries in the market for socially significant goods.

Key Highlights from the Meeting:

  1.       Analytical System for Monitoring Socially Significant Goods:

  •        The Council members were introduced to the capabilities of an analytical system that automatically detects cases of exceeding the permissible trade margin for socially significant goods (SSG) based on data from electronic invoices.

  2.       Administrative Measures:

  •        This year, the AFM forwarded over 650 cases to regional commissions under akimats, resulting in 350 individuals being held administratively accountable.

  3.       Monitoring of State Social Institutions:

  •        The system also monitors state social institutions. Over 600 contracts for public procurement have been revised, resulting in budget savings exceeding 350 million tenge.

  4.       Combatting Financial Pyramids:

  •        The results of a special project to combat financial pyramids were presented.

  •        Using its analytical system, the AFM monitors online content for advertisements of financial and fraudulent schemes, identifies organizers, and takes measures to suppress their activities.

  •        Since the beginning of the year:

  •        28 financial pyramids have been dismantled.

  •        Around 12,000 websites, nearly 300 chats, and social media accounts related to 25 fraudulent schemes have been blocked.

  •        Over 9,000 citizen inquiries have been processed through the Telegram bot “Baiqa Piramida.”

  5.       Counteracting the Shadow Economy:

  •        Heads of territorial departments of the Agency in Almaty, Almaty Region, and Zhetisu Region …


On October 9-10, 2024, with the support of the Ministry of Agriculture of the Republic of Kazakhstan and the National Agrarian Science and Education Center (NANOZ), large-scale webinars were held to address the most pressing issues in the country's agricultural sector. These events marked a significant milestone in enhancing competence and introducing innovations in Kazakhstan's agriculture.

The key topics of the webinars included:

"Requirements for the production of organic livestock products," delivered by renowned expert Ilya Dmitrievich Pampur, Director and Inspector of the certification body "Qazaq Bio Control," an international inspector for EU and US standards;

"Saline Soils: Problems and Solutions," presented by leading soil science specialist Grigory Alexandrovich Zvyagin, PhD;

"Biosafety Technologies in Pig Farming," a lecture by one of the leading experts in the field, Elena Vladimirovna Kukhar, Doctor of Biological Sciences and Associate Professor.

These educational events were offered free of charge and reached all regions of the Republic of Kazakhstan, providing a unique opportunity for agricultural producers, agronomists, agro-industrial complex specialists, and local government representatives to expand their knowledge and master advanced agricultural practices.

The "Agro Bilim" project, under which the webinars were organized, has become a powerful tool for supporting and modernizing Kazakhstan's agriculture. Its primary goal is to improve the competence of specialists by introducing modern agrotechnologies, which contribute to increasing agricultural productivity, sector sustainability, and the development of the national economy.

This initiative not only strengthens the country's food security but also stimulates long-term growth and competitiveness for Kazakhstan on international agricultural markets. Through such events, Kazakhstan demonstrates its leadership in the agricultural sector and readiness for large-scale transformations aimed at ensuring a sustainable future for its agro-industrial complex.

 


On October 3, 2024, a webinar titled "Methods for Efficient Use of Pastures" was held with the support of the Ministry of Agriculture of the Republic of Kazakhstan and organized by the National Agrarian Science and Educational Center (NASEC). The event, aimed at enhancing the skills of agricultural producers and introducing advanced methods in the agro-industry, was offered free of charge.

The webinar’s lecturer was Adilbek Aidarkhanuly Nogaev, Professor of the Department of Crop Science and Plant Production at S. Seifullin Kazakh Agro Technical University. During his speech, Professor Nogaev thoroughly discussed modern methods and techniques for the efficient use of pastures and highlighted key aspects of sustainable agriculture in Kazakhstan.

The webinar's program was designed for all regions of Kazakhstan and included the following participants.

Employees of agricultural enterprises, private farms, and farming entities.

Individual entrepreneurs in agriculture, such as agronomists and specialists in seed production and crop science.

Agro-industrial professionals looking to improve their knowledge and professional skills.

Heads of agricultural structures striving to enhance the competitiveness of their products.

Representatives of local governments involved in developing the agricultural sector.

The "Agro Bilim" project, which hosted the webinar, continues to support agricultural producers by organizing educational events aimed at introducing modern agrotechnologies into the agricultural sector and raising the level of expertise.

This initiative contributes to improving the sustainability and efficiency of Kazakhstan's agricultural sector and supports the country's economic development and food security.


On October 1, 2024, as part of budget subprogram No. 100 of the Ministry of Agriculture of the Republic of Kazakhstan, implemented by the National Agrarian Scientific and Educational Center (NASEC), a webinar was held on the topic "Methods for Diagnosing Viral Diseases of Potatoes." The event was organized free of charge for agricultural producers in the country.

The lecturer for the webinar was Vadim Tagirovich Khasanov, a candidate of biological sciences and a professor in the Department of Biology, Plant Protection, and Quarantine at the S. Seifullin Kazakh Agrotechnical University. During his presentation, he provided a detailed overview of modern methods for diagnosing viral infections that affect the yield and quality of potatoes.

Among the methods discussed, special attention was given to:

Serological tests (ELISA);

Polymerase chain reaction (PCR);

Rapid diagnostic methods using indicator plants;

Bioinformatics approaches for analyzing viral genomes.

The speaker emphasized the importance of timely diagnosis for effective management of viral infections and minimizing crop losses.

The program is intended for all regions of Kazakhstan:

Workers in agricultural enterprises, peasant and farm households, individual entrepreneurs engaged in the cultivation of agricultural crops in positions such as chief agronomist, seed agronomist, and agronomist;

Specialists in the agro-industrial complex who are constantly improving their knowledge;

Heads of agricultural formations seeking to produce competitive plant products, as well as representatives from Akimats.

The "Agro Bilim" project continues to support agricultural producers by organizing educational events aimed at increasing knowledge and implementing modern agro-technologies.

 


On September 24, 2024, a webinar was held on the budget subprogram No. 100 of the Ministry of Agriculture of the Republic of Kazakhstan, implemented by the National Agrarian Research and Educational Center (NAREC) within the framework of the Agro Bilim project. The webinar was titled "Organizing a Cooperative for Poultry Meat Production and Sales." The event was offered free of charge for agricultural producers in Kazakhstan.

Doctor of Economics Gulnar Abdyldinovna Asanova presented valuable knowledge and practical recommendations to the attendees on creating and effectively managing cooperatives in this field. In her report, she covered the following key topics:

Advantages of establishing cooperatives;

Stages of forming and registering a cooperative;

Legal aspects and obligations of participants;

Marketing strategies for product sales.

The webinar participants had the opportunity to ask questions, discuss current issues in cooperative poultry production, exchange best practices, and receive recommendations for the effective development of cooperatives in Kazakhstan.


 

From January 1 to September 13, 2024, under the agreement with JSC "NANOС" for the implementation of subprogram No. 100 "Information support for agro-industrial complex entities on a gratuitous basis" of the budget program 267 "Improving access to knowledge and scientific research," 9 knowledge dissemination events were held. These included 1 seminar on the topic: "Requirements for organic production; Permaculture – a branch of organic farming" in the village of Shagalaly, Zerenda district, Akmola region, at the Kokshetau experimental and production farm.

Additionally, 8 webinars were conducted on dairy farming, resource conservation and environmental protection, vegetable farming, poultry farming, and agricultural cooperatives. On April 23, 2024, an international seminar was held at the Kazakh Agrotechnical Research University named after S. Seifullin, in collaboration with the agro-holding "Aitas Agro," two agricultural colleges from France in the cities of Toulouse and Saint-Gaudens, with the support of the Ministry of Agriculture of France.

According to the agreement, by the end of November 2024, 1 seminar on precision farming, 12 webinars, and 30 direct consultations for farmers will be conducted.

As of September 13, 2024, the total number of participants in knowledge dissemination events amounted to 336 people.
