History of the department

The Department of Accounting and Finance was established on May 3, 2022 by combining two previously separate departments of Accounting and Audit and Finance. Based on the decision of the meeting of the Academic Council of the S. Seifullin Kazakh Agrotechnical University of April 1, 2022 (Protocol No. 12) on the Faculty of Economics on May 3, 2022, the departments were merged and renamed "Accounting and Finance".

These two departments have significant places in the history of the creation of the university, have a ten-year history and achievements in their fields. In particular, the Department of Accounting and Auditing under various names has existed since August 1964, when the Department of Accounting and Statistics was organized.

At various times, the department was headed by well-known specialists and scientists: D.M. Shitikov (1964-1965), A.F. Shirshov (1965-1971), F.B. Yatsenko (1971-1973), N.S. Smelik (1973-1982 and 1990-1993), S.K. Suraganova (1982-1983), M.I. Syzdykov (1984-1989), R.M. Junusova (1993-1999), Sh.I. Imangajin (1999-2000). B.S. Utibayev (2000-2001), K.T. Alyonova (2001-2003), A.S. Ismailova (2003-2004), T.A. Kusainov (2004-2015), A.K. Baidakov (from 2015 to May 2022 until the merger of the two departments). A special role in the formation of the department was played by such well-known scientists and specialists in the country as Professor Sh.I.Imangajin, associate Professor N.S.Smelik.

Before the mergering, the Department of Finance had its own history. It was established in July 2001 on the basis of the Department of Accounting and Audit (Resolution of the Academic Council of the University No. 145 of July 7, 2001).

Since 2001, the Department of Finance was headed by Doctor of Economics, Associate Professor J.A. Anafiyaeva, from 2003 to 2015 – Candidate of Economics, Associate Professor D.T. Jumanova. Starting from September 2015 to May 2022, before merging with the Department of Accounting and Audit, it was headed by Z.A. Baymagambetova, the Candidate of Economics. Since May 2022, for 1 year he held the position of head of the department, PhD Zhusupov R. S.

For all the years of existence of both departments, the departments of Accounting and Audit and Finance have made a huge contribution to the training of highly qualified personnel in the field of accounting and finance.

Currently, the main directions of scientific and pedagogical activity of the department "Accounting and Finance" are the study of disciplines, training of highly qualified specialists and conducting scientific research in the field of accounting and auditing, economic analysis, taxation and organization of financial activities of the enterprise and financial enterprises.

In accordance with Order No. 1512 dated December 19, 2023, Ph.D. in Economics, Associate Professor Z.M. Shaukerova was appointed head of the Department of Accounting and Finance.

6B04106 – “Accounting, audit and tax consulting”

The educational program "Accounting, audit and tax consulting" has an applied nature, is characterized by an integrated approach, organically combining three closely interrelated areas of knowledge: accounting, audit, taxes and tax consulting. As a result of a combination of theory and practice in the field of financial, tax accounting, auditing and consulting, a graduate of the program acquires the opportunity to: hold a position from accountant to CFO, tax analyst, tax auditor in large and medium-sized companies, act as an independent consultant in the field of accounting, taxation and auditing, head of his own consulting company, tax consulting medium and small businesses. A thorough knowledge of the rules of financial accounting helps in managing your own business.

6B04102 "Financial Analytics"

The purpose of the educational program "Financial Analytics" is to train a specialist of a new formation with fundamental knowledge and practical skills in professional activities related to the organization, planning, regulation, control and management of public finances of Kazakhstan, the finances of economic entities, as well as research, consulting, analytical activities in the national economy.

MASTER’S DEGREE

7M04104 – «Accounting and legal support of business»

The program is aimed at training qualified accountants and auditors who understand the concepts and specific rules for the formation of information in accounting and reporting, possess modern accounting skills, preparation and audit of accounting statements, legal regulation of the activities of economic entities; possess knowledge in the field of university pedagogy and psychology and teaching experience in higher education, skills of organizing and conducting scientific research.

Graduates - Masters of Economics of the educational program "7M04104 - Accounting and legal support of business" successfully work in state and regional structures of various levels, consulting and audit firms, banks, investment and insurance companies, scientific organizations and institutes, educational institutions. They hold the positions of the head of the enterprise, chief accountant, financial director, internal or external auditor, financial consultant, researcher and teacher.

The purpose of the educational program is to train highly qualified managers and specialists in the financial and banking sector who are able to analyze trends in the development of the financial system, its role in regulating reproductive processes in the country, substantiate the directions of monetary policy, improving banking and tax legislation in order to stimulate the formation of an innovative economy.

The educational program for the preparation of a Doctor of Philosophy (PhD) has a scientific and pedagogical orientation and involves fundamental educational, methodological and research training and in-depth study of accounting and auditing disciplines for the system of higher and postgraduate education and the scientific sphere.

8D041 – “Financial innovations in business”

The purpose of the educational program is to train highly qualified, internationally competitive specialists capable of self-development, social adaptation, with knowledge in the field of financial innovations in business.

The main objectives of the educational program for the preparation of doctoral students are:

- selection by doctoral students of an individual trajectory of education in modern areas of economics;

- deepening of theoretical and practical training in the chosen direction of science and pedagogical activity;

- development of the ability to self-improvement and self-development, the needs and skills of independent creative mastery of new knowledge throughout their active life;

- training of specialists with a high level of professional culture, including the culture of professional communication, having a civic position, able to formulate and solve modern scientific and practical problems;

- teaching at universities, carrying out research and management activities;

- obtaining the necessary minimum knowledge in the field of university pedagogy and psychology, as well as teaching experience at the university.

The educational program "Financial Innovations in Business" was developed in accordance with the National Qualifications Framework and Professional Standards coordinated with the Dublin Descriptors and the European Qualifications Framework.

Research and innovative activity

Scientific staff

Currently, the staff of the faculty of the department consists of 37 teachers, including 1 Doctor of Sciences, 5 PhD doctors, 18 candidates of economic sciences and 13 masters. The degree of the department is 65%.

Course of scientific activity

The teaching staff of the Department of Accounting and Finance continues its active activity in the field of research, the main tasks of which are research on scientific projects, preparation and publication of monographs, manuals, publication of scientific articles, organization and conduct of scientific events (conferences, seminars), research work of students and undergraduates.

The work on the scientific project: AP09259525 "Methodology of analysis and optimization of the socio-economic model of the rural district (based on the materials of Northern Kazakhstan)" for 2021-2023 under the budget program 217 "Development of science" (head T.A. Kusainov) has been completed.

Mataibayeva G.A., Kenes G.K. successfully completed work in the PCF for 2021-2023 (Ministry of Agriculture of the Republic of Kazakhstan) on the topic: "Regulatory and methodological support for the development of organic production in the Republic of Kazakhstan in accordance with international and foreign standards and requirements."

Kasimbekova M.A., Baymagambetova Z.A., Mataibayeva G.Zh., Kadrinov M.H. completed work in the PCF for 2021-2023 (Ministry of Agriculture of the Republic of Kazakhstan) on the topic: "A study of the impact of state policy in the agricultural sector on the development of cooperative processes in the agro-industrial complex, sustainable rural development and food security."

Also in the 2022-23 academic year, the faculty of the department submitted applications for participation in the competition for grant funding for scientific and (or) scientific and technical projects of the Ministry of Education and Science of the Republic of Kazakhstan for 2022-2024:

- Tleuzhanova D.A. AP23488649 Crowdfunding in the Republic of Kazakhstan and assessment of its impact on the development of entrepreneurial activity (on formal verification).

During the 2022-2024 academic year, the teaching staff of the Department of Accounting and Finance published 65 works, including:

7 articles in high impact factor journals included in the Scopus database;
16 articles in scientific journals included in the list of publications recommended by the CCSON;
10 articles in scientific journals included in the RSCI database;
28 abstracts in the materials of international and national conferences, including 4 articles included in the RSCI database.

System assessment of the impact of qualitative characteristics of human capital on business efficiency and optimization of the policy of training and retraining of professional personnel (head, Kusainov T.A., 2018-2020.). Status: works are underway on the project.

International cooperation

Teaching staff of the department participate in various international seminars, scientific conferences, in the implementation of international scientific projects.

As part of the research work, the individual plan of undergraduates provides for the mandatory passage of a foreign scientific internship. During the analyzed period, undergraduates completed a foreign scientific internship at universities in Russia (Moscow), Malaysia (Kuala Lumpur), Poland, Slovenia and Kyrgyzstan.

The staff of the department took advanced training courses at Geneva Business School (Switzerland), Montreux Business School (Switzerland), Leiden University (Netherlands), Omsk State University named after F.M.Dostoevsky (Russia), Slovak Agrarian University (Slovakia, Nitra).

To give lectures to students and undergraduates, the department constantly attracts managers and specialists from the National Bank of the Republic of Kazakhstan, the Treasury Department of the Republic of Kazakhstan, the Financial Monitoring Agency of the Republic of Kazakhstan, second-tier banks, insurance companies, tax authorities and business structures.

In October 2023, together with the staff of the Kazakhstan Representative Office of FAO – the Food and Agriculture Organization of the United Nations, the trainer from FAO Akhmetova Aliya Yerzhanovna and Professor Omarkhanova Zhibek Maksutovna, the software "RuralInvest" was presented for use for 4th year students studying under the educational program "Financial Analytics" in the discipline "Financing and lending of investments in agriculture economy". The teachers themselves have completed a full course of training and have the appropriate certificates.

The RuralInvest program was developed by FAO with the support of national and international development partners, and is used to evaluate investment projects in the development of small and medium-sized businesses in agriculture.

The students completed an introductory training on the methodology and application of the RuralInvest software, preparation and analysis of project profiles (business concepts). The program does not require specific IT knowledge, so it aroused great interest among students.

As a result, students have mastered the knowledge and will be able to:

- understand the concepts and financial indicators of RuralInvest;

- prepare project profiles and detailed projects using the RuralInvest software;

- apply your skills in the future and continue to develop your skills as developers.

STUDENT LIFE OF THE DEPARTMENT

Students enrolled in the educational programs "Accounting, auditing and tax Consulting" and "Financial Analytics" together with teachers take an active part in all events held at the faculty and at the university (public holidays, sports competitions, months for the prevention of offenses, drug addiction and religious extremism).

Meetings with managers and specialists of specialized organizations are organized for students with an invitation to give lectures and excursions. Students of the department are members of the debate club "Amanat" and sports sections organized by the university.

As a continuation and deepening of the educational process, the research work of students is organized at the department.

There are 2 student scientific circles at the department: "Young Accountant" and "Financial analyst".

The main goals and functions of the scientific circles "Young Accountant" and "Financial analyst":

1. Learning and Knowledge exchange: Creating an environment for students where they can study and exchange accounting and financial knowledge.

2. Professional development: Support students in developing professional skills and preparing for a future career in accounting and finance.

3. Socialization and networking: Helping students to establish contacts and network relationships with professionals and other students, which may be useful in the future.

4. Academic Support: Providing assistance and resources for more effective study of finance, accounting and related disciplines.

5. Popularization: Promotion of the importance of accounting and financial management in society and business.

In 2022, the team of Enactus KATU named after S.Seifullin took part in a special competition "Business in rural areas" organized by a large agricultural holding company Olzha Agro. According to the results of the qualifying round, the team got into the top five teams. In the period from April 27 to 28, the team made a presentation at the final "Lamb driver of sheep breeding" – Kulzhanova Tahmina and Streltsov Vladislav are members of the Enactus Seifullin University team.

In 2023, the team took part in the National Cup and won the special competition "Olzha Agro", taking the honorable 3rd place and a cash prize of 1,000,000 tenge.

On October 20, 2023, an Olympiad was held for students at the Republican level on the subject "Fundamentals of accounting" within the framework of the "Rukhani Zhangyru" program, organized by TARIM.KZ .

Students of the 07-045-21-09 group took part in the Olympiad and received the following diplomas: Bakibaev Miras Serikovich – diploma of the I degree, Streltsov Vladislav Vladimirovich – diploma of the II degree, Berikkhanov Beksultan Zhastilekuly – diploma of the III degree, under the guidance of the supervisor Tokenova Sandugash Meiramzhanovna.

On November 15, 2023, in honor of the 30th anniversary of the national currency – tenge, the Department of Accounting and Finance of the Faculty of Economics of KATI organized an intellectual team game "The Best Financier". In it, 3rd-year students of Kazakh and Russian groups formed 7 teams, during the competition they gave answers to a blitz survey, completed interesting tasks in a "White Box", played games among the audience, performed group work on each team on certain topics. During the competition, the students were very quick and resourceful, with great interest, showed their knowledge very well. The jury from the faculty's teaching staff evaluated the intellectual team game of 7 teams and awarded the following places: First place - the "Coin" team (group 07-045-21-09, team captain –Vladislav Streltsov), second place - the "Agrarvard" team (group 07-046-21-12, team captain – Zhursin Aibek), third place – the "Moonay" team" (group 07-046-21-13, team captain – Zhakyp Nurdaulet). The teams that won prizes were awarded diplomas and expensive gifts, and the teams that actively participated in the game – letters of thanks.

On November 06, 2023, the Interuniversity Intellectual Olympiad "Financier of the XXI century" was held with the participation of 3rd-year students of 4 higher educational institutions: K.A. Kusainov Eurasian Humanitarian Institute, L.N. Gumilev ENU, S.Seifullin KATSU and ESIL University. From our university, under the guidance of Associate Professor of the Department of Accounting and Finance, PhD Kasimbekova M. A., students of the 07-046-21-12 E group took part. Seidmukhanov, A. Zhumabek, E. Khabibulina, Sh. Tumenbayeva. By the decision of the jury, our students – the Agravard group took 1st place!
