Department of Cadastre

 

The department "Cadastre" was organized as an independent structural unit in 1976.  The main activities of the department are conducting scientific research and teaching disciplines in the field of land cadastre, land valuation, development of land relations, valuation of movable and immovable property, as well as forecasting, planning and management of land resources.

The department "Cadastre" is a graduate in the specialty "Cadastre". In connection with the approval of the new classifier of training areas with higher and postgraduate education (Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 560 dated 13.10.18), since 2019, the department has been training personnel at 3 levels – bachelor's degree-master's degree-doctoral degree (licenses for educational activities are available):

• OP "Cadastre" - direction "Architecture and Construction", group of educational programs "Cadastre and land management";

The staff of the teaching staff of the department is 20 people, including 3 doctors of sciences, 5 candidates of sciences, 12 masters of sciences. Doctor of Agricultural Sciences, Professor Academician Dyusenbekov Z.D. is a member of the National Academy of Sciences of Kazakhstan.

Every year the teachers of the department undergo foreign scientific internships and advanced training courses (Poland, Russia, Korea, China, etc.).

The department has two modern educational laboratories:

  1. Specialized Research Laboratory "Land Management and Land Cadastre",
  2. Specialized research Laboratory for resource assessment

Scientific research at the department "Cadastre" is carried out within the framework of the funded topics of the GF, international and contracts with economic entities:

• GF 2018-2020 on the topic: "Development of spatial data infrastructure 2.0 on the example of agro-industrial agglomeration (scientific hand D.B.N. Alipbeki O.A., IRN:AR05132647, the amount of financing for 2018 is 5.8 million tenge);

• GF 2018-2020 on the topic: "Study of the mechanism of management of sustainable development of rural areas based on optimization of settlement of depressed regions (scientific hand, Candidate of Economics Akimov V.V., IRN:AR05130734, the amount of financing for 2018 is 6.2 million tenge, for 2019 - 6 million tenge);

• In September 2018, the international project "Erasmus+ "New and Innovative courses for Precision Agriculture / NICoPA" was won, in which 10 foreign countries take part (Doctor of Biological Sciences Alipbeki O.A., 2018-2021);

• agreement on the topic: "Space monitoring of agriculture of Akmola region", with a funding volume of 22 million tenge (sci. hands of Doctor of Economics Kurmanova G.K., 2018);

• "Aerial photography services using UAVs", with a funding volume of 3 million tenge (scientific hand. St. Rev., Master of Science Zhagiparova T.T. 2018-2019. ).

• agreement on the topic: "Services for conducting subsatellite survey and monitoring of agricultural production according to remote sensing data of Kostanay region", with a funding volume of 15 million tenge (scientific hand. St. Rev., Master of Science, T.T. Zhagiparova, 2018).

• agreement on the topic: "Services for determining the space monitoring of areas, visual yield and assessment of the state of crops in the Akmola region for 2019", with a funding volume of 25 million tenge (sci. hands of Doctor of Economics Kurmanova G.K, 2019);

• agreement on the topic: "Services for the collection of spectral data of agricultural crops on the territory of Akmola, Kostanay, North Kazakhstan, Pavlodar, Karaganda regions of the Republic of Kazakhstan", with a funding volume of 25 million tenge (scientific hands. Master of Science Kapetova A.S., 2019).

• the project "Creation of a 1:2000 scale vector cartographic basis, creation of a 1:500 scale map of engineering networks and coordination of identification, survey of engineering networks and aerial photography" (scientific hand. St. Rev., Master of Science, T.T. Zhagiparova, 2020).

• Patent for the invention "Method of corral-rumb grazing cattle around the pasture center" (Akimov V.V., Makenova S.K., Music O.S.) 2021.

The department carries out joint cooperation with the following universities:

  10. Buryat Agricultural Academy (Ulan-Ude, Buryatia, Russian Federation), etc.

In the Republic of Kazakhstan, the Department closely cooperates with:

• Committee on Land Resources Management of the Ministry of Agriculture of the Republic of Kazakhstan,

• NAO "GC "Government for Citizens" and its branches,

• State Institution "Department of Architecture, Urban Planning and Land Relations of Nur-Sultan",

• State Institution "Management of control and quality of the urban environment of Nur-Sultan",

• RSE "Gosgradkadastr";

The bases of practice for students in the disciplines of the department are 34 enterprises and organizations.  Since 01.09.2016, in order to improve the quality of practical training of students, dual training in the disciplines of the department has been introduced.  

According to the State Pension Payment Center, the employment of bachelor's degree graduates in 2022 in the specialty "Cadastre" amounted to 62%, graduates of the master's degree "Cadastre" – 100%.

Graduates of the specialty "Cadastre" work in the Committee for Land Management of the Ministry of Agriculture of the Republic of Kazakhstan, NAO "GC "Government for Citizens" and its branches, GU "Department of Control and Quality of the Urban Environment, NC "Garysh Sapary", RSE "Gosgradkadastr", second-level banks (real estate valuation departments), real estate centers and other organizations.

The department is headed by the Candidate of Technical Sciences of the Russian Federation Akhmetov Bolat Zhumagalievich.



History of the department

The history of the formation of the department as an independent structure has gone a certain way:

In 1987, the department was merged with Nature Protection and renamed the Department of Land Reclamation and Nature Protection. In 1995, the name of the department was changed again – "Land Cadastre and Ecology".

In 1999, the Department of Planning of Rural Areas and Populated Areas was attached to the department.

Then in 2002, the Department of Planning of Rural areas and settlements was again withdrawn from the department and named the Department "Land Cadastre and Real Estate Valuation". Since 2009, the department has been renamed the department "Cadastre".

In the period from 1987-1996, the department was headed by Candidate of Sciences, Associate Professor M.G. Chekaev, 1996-2001 - V.M. Pomogalova. From 2001-2003 - K.B. Zhumanazarov - associate professors, Candidates of economic Sciences.

From 2003 to the present, the department is managed by Doctor of Economics Gulnara Kurmanova Kenesovna.

On 05.02.2018, 2 faculties were reorganized: by merging the Land Management and Architecture faculties, the Faculty of Land Management, Architecture and Design was formed. To date, a new academic structure has been formed - the department "Cadastre".

Since 2006, the training has been carried out according to a 3-level system: bachelor's degree-master's degree-doctoral degree.

In 2020, the educational program 6B07303 Cadastre passed specialized accreditation for 7 years until 2027 (No. AB4159 of 06/09/2020)

In 2020, the educational program 7M07303 Cadastre, passed specialized accreditation for 7 years until 2027 (No. AB4160 of 06/09/2020)

In 2020, the educational program 8D07303 Cadastre passed specialized accreditation for 5 years until 2025 (No. AB4169 dated 06/09/2020).

Research activities

The staff of the Department "Cadastre " of the Faculty of Land Management, Architecture and Design employs 20 people, among them: 3 doctors of Sciences, 5 candidates of Sciences, 12 masters.

Directions of research activity of the department:

• development of theoretical and scientific-methodological foundations of the land cadastre,

• land and real estate valuation,

• development and arrangement of territories.

The department has two specialized research laboratories:

  1. Specialized Research Laboratory "Land Management and Cadastre",
  2. Specialized Research Laboratory "Resource Assessment".

The teaching staff of the department were executors and supervisors under the following agreements for the implementation of research works and a scientific project of grant funding:

• Agreement with "Quality Expert LLP" on the topic: "Field work on the executive survey of gas distribution networks in the Mangystau region, with a funding volume of 5,026,554 (five million twenty-six thousand five hundred and fifty-four) tenge (scientific hands. Zhagiparova T.T.) 2021.;

• Agreement with "Quality Expert LLP" on the project "Field work on the executive survey of gas distribution networks in the Mangystau region" Service agreement No. QE/2022-U-05 dated 28.03.2022 in the amount of 15,000,000 tenge (scientific hands. T.T. Zhagiparova);

Since 2018, the staff of the department has been carrying out research on scientific projects of grant funding:

• Development of spatial data infrastructure 2.0 on the example of agro-industrial agglomeration.  The head is Doctor of Economics, Professor O.A. Alipbeki (the amount of funding is 17.1 million tenge), the implementation period is 2018-2020.;

• Study of the mechanism of management of sustainable development of rural areas based on optimization of settlement of depressed regions. The head is Candidate of Economics, Associate Professor V.V. Akimov (the amount of funding is 18.1 million tenge), the implementation period is 2018-2020.

  

According to the results of the research work of the teaching staff of the Department of Cadastre and Assessment over the past 5 years, 1 textbook, 3 monographs, 8 textbooks, 10 articles in international peer-reviewed scientific journals included in the Scopus database, more than 50 articles included in the RSCI database, etc. have been published and published. Teachers of the department [Akimov V.V.], Music O.S., Beristenov A.T. have 2 patents.

To date, the University has concluded more than 170 agreements and 57 agreements with foreign scientists (Netherlands, Germany, Poland, Italy, Korea, Lithuania, Switzerland, Australia, Czech Republic, Russia, Malaysia, USA, Turkey, Belarus, Bulgaria, Austria), providing for joint cooperation in the implementation of international projects, writing joint scientific articles, textbooks and teaching aids.

The department has concluded memoranda, agreements and contracts with such leading foreign (near and far) universities in the field of land relations as Moscow State University of Land Management (RF), Putra University (Malaysia), Warsaw University of Technology (Poland), Perm Agricultural Academy named after. Pryanishnikova, Omsk State Agrarian University, etc.

Within the framework of academic mobility of students of the specialty "Cadastre", the department cooperates with the Krakow Agricultural University (Poland, Krakow), the Slovak Polytechnic University (Nitra, Slovakia).

In order to improve the quality of teaching at the Cadastre Department, since 2013, foreign scientists have been invited to give lectures:

On the basis of existing contracts, undergraduates successfully undergo a foreign scientific internship. Thus, undergraduates have completed the following foreign scientific internships in different years:

• Warsaw Polytechnic University (Poland, Warsaw, 2015, 2016).

For lectures to bachelors and undergraduates, the department constantly attracts managers and specialists from production with practical experience in the field of cadastre.

The percentage of employment of graduates of 5B090700 - "Cadastre" is currently 80%. Graduates of the specialty 6M090700 - "Cadastre" 100%.

Student life

Students of the specialty "Cadastre" together with teachers take an active part in all events held at the faculty and at the university (public holidays, sports competitions, public life, months for the prevention of offenses, drug addiction and religious extremism).

Meetings with managers and specialists of specialized organizations are organized for students with an invitation to give lectures and excursions. Students of the department are members of the youth wing of the Amanat party "Zhas Otan", the debate club "Amanat", in the sections of the Faculty of Art and Creativity and sports sections organized by the university.

Within the framework of socio-political, patriotic and legal education, curatorial hours dedicated to the state holidays of the Republic of Kazakhstan, conversations on the discussion of the annual Message of the President, the Strategy "Kazakhstan-2050" were held.

Students of the 2nd and 3rd courses participate in the selection of Nobel Fest, which in the future will give the opportunity to study the course "Exponential Innovations" from Harvard Professor Dr. Vivek Vadhva.
