On June 24, 2026, the S. Séifullin Kazakh Agrotechnical Research University hosted an expanded off-site meeting of the Educational and Methodological Association (EMA) of the Republican Educational and Methodological Council (RUMS) in the field of “Pedagogical Sciences” under Abai Kazakh National Pedagogical University and the Educational and Methodological Association of RUMS in the field of “Vocational   Training (by Profile)” under S. Séifullin Kazakh Agrotechnical Research University.

The meeting was held under the theme: “A Modern Model of Teacher Education Focused on a Practice-Oriented Approach, Integration of Neural Networks, and Personalized Learning.”

The event brought together representatives of the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Ministry of Education of the Republic of Kazakhstan, sectoral government agencies, higher and postgraduate education institutions, education departments, members of the academic and pedagogical community, employers, stakeholders, representatives of public and non-governmental organizations, as well as experts in the field of education.

The meeting was moderated by Banu Mukatayevna Narbekova, Vice-Rector for Academic Affairs of Abai Kazakh National Pedagogical University.

Welcoming remarks were delivered by:

-Gulzhan Sagidollayevna Dzharassova, Chairperson of the Committee for Higher and Postgraduate Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan;

-Karlygash Aitbayevna Ramazanova, Deputy Chairperson of the Committee for Higher and Postgraduate Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan;

-Kanat Maratovich Tireuov, Chairman of the Board – Rector of S. Seifullin Kazakh Agrotechnical Research University;

-Zhomart Petrovich Karambayev, Deputy Chairperson of the Committee for Secondary Education of the Ministry of Education of the Republic of Kazakhstan;

-Bolat Anapiyauly Tilep, Chairman of the Board – Rector of Abai Kazakh National Pedagogical University.

During the plenary session, participants engaged in a substantive discussion on key areas of transformation in teacher education. Particular attention was paid to the integration of artificial intelligence technologies into the educational process, the development of personalized learning, improving the quality of teacher training, and strengthening practice-oriented approaches in education.

The keynote presentations included:

-“The Concept of Pedagogical Education Development in the Context of Reformatting the Activities of Pedagogical Universities: Challenges and Prospects”
presented by Banu Mukatayevna Narbekova, Candidate of Historical Sciences, Vice-Rector for Academic Affairs of Abai Kazakh National Pedagogical University;

-“From Teaching Practice to Professional Activity: The Role of Mentorship Projects in Preparing Future Teachers”
presented by Askhat Yeraliyevich Shukirov, Vice-Rector for Academic Affairs of H. Dosmukhamedov Atyrau University;

-“Personalized Learning and Lesson Design through Artificial Intelligence: A New Model for Teacher Education”
presented by Aida Kuandykovna Abilyakimova, Chief Expert of the Strategy and Analysis Center of the Y. Altynsarin National Academy of Education.

As part of the sectional sessions, participants discussed issues related to assessing the quality of teacher training, determining graduates’ contributions to school education development, and improving accreditation mechanisms for teacher education programs.

The following presentations were delivered:

-“Methodology for Comprehensive Assessment of Teacher Training Quality and the Impact of Graduates on School Education (PRL/S-PRL Methodology for Pedagogical Universities)”
presented by Yerkin Nursagatovna Zhumankulova, Vice-Rector for Social Development and Student Affairs of the Kazakh National Women’s Teacher Training University;

-“New Approaches to the Accreditation of Teacher Education Programs in Higher Education Institutions”
presented by:

-Gulzhan Sagidollayevna Dzharassova, Chairperson of the Committee for Higher and Postgraduate Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan;

-Karlygash Zhenisovna Sakenova, Head of the Department of External Evaluation and Analysis of the Committee for Quality Assurance in Science and Higher Education;

-Olga Alekseyevna Yanovskaya, Representative of the Independent Agency for Accreditation and Rating (IAAR);

-Bakhytgul Asylbekovna Zhetpisbayeva, Professor at Astana IT University.

As a result of the meeting, recommendations were developed aimed at further advancing the practice-oriented model of teacher education, improving educational programs, introducing modern digital technologies and educational quality assessment tools, and strengthening cooperation among higher education institutions.

At the conclusion of the event, participants considered recommendations for educational publications to be granted the official endorsement of the Educational and Methodological Association of RUMS.

The meeting served as an important platform for professional dialogue and exchange of experience among representatives of the academic community, government agencies, and expert organizations, contributing to the further development of the teacher education system in the Republic of Kazakhstan.
