Hero of Labor of Kazakhstan
(By Decree of  President of the Republic of Kazakhstan dated December 5, 2011)

He was born March 30, 1951 in Lesozavodsk, Primorsky Krai. Kazakh and Soviet statesman and politician, entrepreneur, candidate of economic sciences. 14th Head of Government of the Kazakh SSR (1991) and the first Prime Minister in the history of independent Kazakhstan (1991-1994).

Work experience:

- after graduating from the institute, chief engineer of the Kuibyshev collective farm in the Tyulkubas district of the Shymkent region;
- from 1973 to 1975 chief engineer;
- in 1975, first secretary of the Tyulkubas district committee of the Komsomol;
- 1979-1981 Head of  Tyulkubas District Party Committee;
- 1981-1983 Second Secretary of  Bugunsky District Party Committee; 
- 1983-1985 First Secretary of the Lenger District Party Committee.
-  1985  Inspector of the Department of Organizational and Party Work of the Central Committee of the Communist Party of Kazakhstan;
- 1985-1986  secretary of  Shymkent regional party committee;
- In July 1986 he was elected Chairman of  Shymkent Regional Executive Committee, a position he held until November 1989;
- from November 1989 to February 1990, First Deputy Chairman of the Council of Ministers of the Kazakh SSR;
- from February to April 1990, First Deputy Chairman of the Supreme Council of  Kazakh SSR;
- from April to May 1990, Deputy President of  Kazakh SSR, Head of the Chancellery of the President of the Kazakh SSR;
- From May 1990 to September 1991, First Secretary of Shymkent Regional Party Committee, as well as Chairman of the Regional Council of People's Deputies.
- From October 16 to December 16, 1991, Prime Minister of  Kazakh SSR.
- from December 16, 1991 to October 14, 1994, Prime Minister of the Republic of Kazakhstan;
- Since October 1994 Chairman of the Board of the International Foundation "Integration" ;
- from 1998 to 1999 he headed the Public Headquarters in support of the candidate for President of the Republic of Kazakhstan N.A. Nazarbayev;
- Acting Chairman of the Republican Political Party "Otan" from March 1999 to October 2002;
- since November 2002, Deputy Chairman of the Assembly of the Peoples of Kazakhstan;
- Since April 15, 2004, President of the Association of Participants of the Insurance Market of Kazakhstan;
- In March 2010, he created the National Union of Beekeepers.

Awards:

• Gold Star "Hero of Labor of Kazakhstan" and the Order of Otan (2011)].
• The Presidential Prize for Peace and Spiritual Harmony. Awarded in 1999 by the Decree of the President of the Republic of Kazakhstan for significant contribution to the consolidation of the people of Kazakhstan, the formation of socio-political stability, the development of democratic processes and the construction of an open society.
• The Order of Dostyk, 1st degree (1999).
•  The Order of Barys, 2nd degree (December 2005).
• The Order of Friendship (December 12, 2004, Russia) - for a major contribution to strengthening friendship and cooperation between the Russian Federation and the Republic of Kazakhstan.
• The Order of Algys (January 18, 2012, Russian Orthodox Church, Metropolitan District in Kazakhstan).
• Honorary Citizen of  South Kazakhstan Region.
• Honorary Citizen of the City of Almaty (2014)].
• State Prize of the Republic of Kazakhstan in Science and Technology named after Al-Farabi (2019).
