Meeting of the university management with a high delegation from the People's Republic of China was held today at the Faculty of Veterinary Medicine and Livestock Technology of Saken Seifullin Kazakh Agrotechnical Research University.

The high-ranking delegation headed by the Vice Minister of Science and Technology of the People's Republic of China Chen Jiachan included Director of the Department of International Cooperation of the Ministry of Science and Technology of the People's Republic of China Wang Xiao, Director of the Harbin Veterinary Research Institute of the Chinese Academy of Agricultural Sciences Bu Zhigaoyo, Associate Professor of the Harbin Veterinary Research Institute of the Chinese Academy of Agricultural Sciences Guo Wei and Deputy Director of the Department of Research Management and International Cooperation of the Harbin Veterinary Research Institute of the Chinese Academy of Agricultural Sciences Zhang Jing.

The friendly meeting with Chinese delegation at Seifullin University began at the Joint China-Kazakhstan Laboratory for Biological Safety.

A representative delegation arrived at the Faculty of Veterinary Medicine to discuss with KATRU management a further cooperation between KATRU and the Harbin Veterinary Research Institute and determine the conditions for CNAS certification. The meeting will provide impetus to advance future work for promoting China-Kazakhstan agricultural trade through a joint laboratory.

Erzhan Syrgaliev, Vice-Rector for Science and Innovations has opened the meeting, introduced the delegates, and Vice-Rector for Operations, Saparkhan Omarov, emphasized the fruitfulness of the established cooperation:

“I would like to note the mutually beneficial partnership between our university and the Harbin Veterinary Research Institute. The Institute has opened the Joint China-Kazakhstan Laboratory for Biological Safety at our university. Professors from the Harbin Veterinary Institute are the scientific supervisors of our doctoral students. International projects “Joint Research on the Prevention and Control of Transboundary Animal Diseases”, relevant for China and Kazakhstan, are being implemented, and the “One Belt, One Road” technological cooperation platform is being created.

“We believe that our university and the Harbin Veterinary Research Institute will successfully carry out joint international activities in order to implement the policies of the leaders of the two countries aimed at developing cooperation in the field of science and education.

I am very glad that there was a lot of joint fruitful work and significant results within the framework of cooperation.

We are ready to jointly discuss proposals to deepen further cooperation between our institutions,” said Saparkhan Kesikbaevich.

 

Vice Minister of Science and Technology of the People's Republic of China Chen Jiachang responded with the same confidence in continuing effective work:

“I’m glad to be in the modern buildings of the Kazakh Agrotechnical Research University.

Thanks to the far-sighted policies of the leaders of the two countries, relations between China and Kazakhstan are developing rapidly. As part of the “One Belt, One Road” initiative of the Chairman of the People's Republic of China, Xi Jinping, many important projects have been implemented on business and trade issues with Kazakhstan. As one of them, I would like to note the business connections between KATRU and the Harbin Veterinary Research Institute of the Chinese Academy of Agricultural Sciences.” “The result of our work in this direction is the opening of a Joint Kazakh Chinese biological safety laboratory. Cooperation between Kazakhstan and China has a great future. As Vice Minister of Science and Technology, I see the promise of projects related to agriculture,” said Mr. Chen Jiachang in his speech.

 

Members of the foreign delegation were familiarized in detail with current research and the organization of work in the laboratory.

The Joint Kazakh-Chinese Laboratory for Biological Safety was created for the purpose of studying and diagnosing infectious diseases of animals, infectious diseases of birds and zootechnical analysis of feed and milk.

At the moment, the laboratory is accredited for compliance with the safety standards, according to which it is possible to conduct diagnostic studies for scientific purposes and on a commercial basis for certain infectious animal diseases within areas of accreditation.

In December 2022, three employees K. Baibolin, F. Zhagipar, A. Kukaeva went to the PRC and completed a three-month internship at the Chemical Research Institute in Harbin, and after completing the course they were awarded certificates of internship in the laboratory of infectious animal diseases. And in September 2023, the head of the laboratory was trained in Montpellier (France) at a company producing diagnostic kits for animals and birds, after completing the course she received a certificate of training in PCR diagnostics and diagnosis of infectious animal diseases.

Since the work of the laboratory is organized on the basis of safety standards, the level of safety and equipment of the laboratory allows it to work with pathogens of particularly dangerous transboundary diseases of animals and birds.

In accordance with food safety requirements, the feed and milk laboratory are located separately from the infectious disease laboratory.

At the laboratory, doctoral and master's students conduct experimental research on the topics of their dissertations. In addition, in the laboratory, students carry out research work within the framework of approved thesis topics.

 

After the presentation, the director of the Department of International Cooperation of the Ministry of Science and Technology of the People's Republic of China, Wang Xiao, invited scientists from Seifullin University to undergo internships in educational institutions in China, and undergraduate and graduate students for dual training.

 

At the end of the visit, Vice-Rector for Operations Omarov and Vice Minister Chen Jiachang exchanged memorable gifts. Both sides noted that scientific communication between KATRU and the Harbin Veterinary Institute contributes to the further strengthening of Kazakh-Chinese cooperation.
