Developing services for Individuals with Disabilities [DECIDE].

DECIDE  aims to foster the rights of individuals with special needs to access education and enjoy the right of participation in everyday society, to combat discrimination of the individuals with special needs by instilling awareness and acceptance in society as in line with Bologna Process and the UN Convention on the Rights of Persons with Disabilities.

Objective of ASPIRE

The objective of the project lay in three strand implementation of a comprehensive sustainable curriculum in Uzbekistan, Kazakhstan and Tajikistan for following target groups:

Outputs and outcomes of ASPIRE

Training program, constructed from 8 modules (special needs introductory (practical) modules and special needs advanced modules) embed in curricula of universities, public administration institutes and in special needs NGOs to ensure maximum transfer effect to society at large.

The Access Liaison Officer role will be developed and established at each institution to promote disability access

National Special Needs Awareness Day will be established by the nationally strategic Action Groups comprised of universities, public administration institutes, Ministries and NGOs.

Monitoring of project

DECIDE project monitoring by NEO on the 05/28/2020

The monitoring of the project 598661-EPP-1-2018-1-RO-EPPKA2-CBHE-JP (2018-3492 / 001-001) “Developing Services for Individuals with Disabilities”) - DECIDE has passed in the online format, where all participants of the project working groups and institutional coordinators of Kazakhstani universities have taken part on 05/28/2020 in S.Seifullin KATU.

The main goal of the DECIDE project is the creation of a three-stage implementation of a comprehensive sustainable curriculum for university teachers, government officials and politicians and for NGOs in partner countries, which will contribute to the realization of the right of individuals with special needs to access education, the right to participate in the everyday life of society and to combat discrimination by raising awareness and recognition in society in accordance with the Bologna process and the UN Convention on the Rights of Individuals with Disabilities.

It can be useful to create the post of a co-worker on issues of access to education for people with disabilities in each institution, as well as focusing on the National Day for Raising Awareness of Special Needs through national strategic groups actions consisting of universities, public administration institutions, ministries and NGOs.

The main activity of the project is aimed at creating, piloting and implementing 8 ECTS modules (introductory (practical) modules for special needs and advanced modules for special needs) in the curriculum of universities with their subsequent inclusion in the curriculum of universities, state institutes special needs departments and NGOs to maximize the impact of the transfer to society. NEO also paid special attention to the creation of the Liaison Office and the definition of the employee's role in each institution to ensure access for people with disabilities.

Online monitoring of NEO with Kazakhstani partner universities took place in an open dialogue mode on the main 4 main issues of the project:

  1. Implementation of the project;
  2. Impact and sustainability;
  3. Partnership and cooperation;
  4. The relevance of the project.

Also, during the presentation of the institutional 4 partner universities coordinators about the process and progress of the project, the director of the NEO, Professor Tasbulatova Sh.U. clarifying and correcting questions and suggestions discussed following questions, such as:

a. General provisions, revision and discussion of the updated development plan of the project in a pandemic period;

b. Strategies for disseminating information, ensuring the quality and sustainability of the project;

c. The order and compliance with the terms of the project;

d. The impact of the project at the individual, institutional and national levels, etc.

In addition, NEO paid special attention to the implementation of the set goal and the expected results of this project at each university. Accordingly, the project participants presented a report in all areas of monitoring.

Thus, during the monitoring it was revealed that the developed modules will increase the awareness of the target audience, as well as solve a number of issues related to the provision of opportunities and access for students with disabilities to education, the use of the library, the building (elevators, convenient stairwells for strollers), to information (special resources, computer equipment), etc.

In conclusion, it was emphasized that the relevance of the implementation of the DECIDE project in Kazakhstan today leaves no doubt, given the integration of the activities of organizations of social protection of the population, health care, and education on social and medical-pedagogical correctional support of people with disabilities in accordance with the Law of the Republic Kazakhstan dated July 11, 2002 No. 343-II "On social and medical-pedagogical correctional support for children with disabilities" (with supplements till December 27, 2019).

  2. B.N. Bokaev, project coordinator on the part of Academy of Public Administration under the President of the Republic of Kazakhstan, asked questions about the relevance and impact of the project.   3. G.M. Usataeva, project coordinator from Al-Farabi Kazakh National University, also spoke about the process of preparing for the project monitoring, and also asked a number of questions regarding the purchase of equipment, according to the project, to which she received answers from colleagues from partner universities.
  4. Project representative from A. Baitursynov Kostanay State University told about the progress of preparation for monitoring and coordinated monitoring issues with the participants of the online meeting.

Report of the meeting of the working group of the project DECIDE May 6, 2019

  1. In the course of discussions on the implementation of the project, the team determined the period for procurement of equipment at the end of August. The members of the working group proposed NGOs, with whom it is planned to establish cooperation within the framework of the project.
  2. Questions were discussed regarding the progress of the project. The project participants discussed their questions, their functional responsibilities, clarified the organizational aspects of the project.

  1. Country coordinator of the project Meiramova S.A. acquainted the project participants with the project content according to the document DECIDE Final Submission. She dwelt on the issues related to the composition of the project (partner countries), main tasks, upcoming seminars, implementation plan for this project. She told about the upcoming monitoring and distributed functional responsibilities between the project participants.
  2. The next speaker was the researcher of the project Bolatova Zh.S. She told about the last kick-off meeting, which took place on February 11-12, 2019 on the basis of Al-Farabi Kazakh National University. She thoroughly acquainted with the topics of presentations that were presented at the Kick-off meeting of the seminar, as well as with the main objectives and upcoming actions to implement the project.
  3. Oralbek Y. and A. Zhorabekova made a report in the form of a presentation about the seminar, which was held at the Technical University in Dresden, they introduced the presentations of the project participants, EU representatives, gave a brief description of the information received and shared the main links where you can find explanations of terms used in the project.
  4. The issues of preparation for the upcoming monitoring were discussed. The dates of online meetings and conferences with project participants are defined. The project participants discussed their questions concerning their functional responsibilities, clarified the financial details of the project

Seminar at the Dresden Technical University

 

Lecturer of the project, PhD, and. Associate Professor of the Department of Foreign Languages ​​A. Zhorabekova and responsible for technical issues of the project, Master of Arts, teacher of the Department of Foreign Languages ​​Y. Orolbek participated in a seminar in Dresden Technical University, Germany, on the project 598661 "DECIDE: Developing Services for Individuals with Disabilities" , funded by the Erasmus + Program of EU, in the period from 03/25/2019 through 03/29/2019.

March 25, 2019 from 9 am registration of project participants was organized. The representatives of this university, Mr. S. Riddel and Miss Margaret, introduced the participants to the program of the seminar. At 10 o'clock, Robert Thummler presented the action plan for the inclusion of the Dresden Technical University (DTU). Further, the participants were offered a test to determine the level of proficiency in English, which resulted in the formation of two groups A and B. At the end of the day, a tour of the university library and campus was organized.

March 26, 2019 From 10.00 to 11.45 Sandra Erdmann (DTU) presented a seminar on the theme “Communicative approach to learning”, during which such functional categories as personal, interpersonal, directive, referential, imaginative were described in detail, and the “PPP” learning model was presented (Presentation / Practice / Production) and many other communicative teaching methods.

From 11.45-1.00 Dr. Manolis Kouourakis (UOC), Greece, introduced the main legal documents on international inclusion policy, such as: UN Convention on the Rights of Persons with Disabilities.

At 2.00 pm, Dr. Daniela Popa (UTBV), Romania, held a seminar on the theme “Educating students with autism”, where she spoke about the types and symptoms of autism, about the possibilities of early diagnosis by medical specialists and psychologists.

At 16.00, Professor Angela Repanovici (UTBV), Romania, presented the best practices for implementing such action plans for diversity  (Inclusion Action Plan) as: Disability access and inclusion plan (Western Australia), Disability access and inclusion plan (Deakin University), Diversity and inclusion action plan (University of Bergen).

03/27/2019 10.00-11.30 Dr. Mark Springett presented theoretical and practical perspectives of the 8-module – Meeting Needs-Social, Emotional and Behavioral Difficulties (Terminologies and Standards), while highlighting 2 types of behavior: superficial (uncontrollable, aggressive, hyperactive) and internal (overregulated, closed, lonely, anxious, and behavior, including anorexia, bulimia, depression, anxiety). In addition, he described many terms related to this topic, proposing to use the website of his University Middlesex, where everything is described in detail.

At 11.45 Dr. Manolis Koukourakis (UOC), Greece, made a presentation on IFLA Glossary of Terms and Definitions “Library Services to People with Special Needs”, which explained the work of the International Federation of Libraries (IFLA), which was founded in 1927, consisting of 1600 members and 150 countries. This federation works in two directions: 1-Library Services to People with Special Needs (service for people who are in hospital, prisons, homeless, deaf, deaf and dumb, people with physical, cognitive and mental disability, with dyslexia), 2- Libraries Serving Persons with Print Disabilities (persons with limited ability to perceive printed information), the purpose of which is to establish a global accessible library with available materials.

At 2.00 pm, Dr. Gerald Cavanna and Padreig Kerby (LIT), Ireland, made a presentation on “Library Use: Terminology for Information Literacy and Research Skills”. They identified the following areas of specialization under the EU project:

  • development and modernization of libraries;
  • information literacy;
  • access to libraries and education;
  • service (including library service) for doctoral students;
  • professional training and teaching at the university;
  • development of an e-learning module;
  • academic letter.

Dr. Kavanna described the concept of information literacy, identifying as a recognized skill for self-proxy, self-actualization, self-motivation and self-directedness. And also offered step-by-step instructions when working with literature.

On 28.03.2019, at 10.00, Mr. S. Riddell gave an introductory presentation on the topic “Disability Services Provision at TUD”, in which he described in detail how a service was organized for people with disabilities at the Dresden Technical University. Various types of services were demonstrated, such as: a video about this university; campus navigator, which points to those buildings that are accessible to people with disabilities (elevators, accessible entrance, etc.); Barcode to scan in the phone with a special application where you can hear the necessary information for blind and poorly seeing people. And also a special project was created, created by students under his leadership, on the topic of “Studying with specials”, which describes an accessible service for getting education for people with special needs with swat analysis.

At 11.30, in connection with the change of the program, Dr. Nawaz Khan (MDX) spoke instead of Dr. Angela Repanovici. He divided the workshop participants into 6 teams and gave a task in accordance with 3 I (Implementation, Integration, Impact) to describe the members of the sector management group of inclusive students, answering the questions: What? How? Who? And also the lecturer for analysis distributed the handout with information on the best practices of 3 universities: Brighton, Cambridge and De Montfort University. 

At 2:00 pm, Dr. Gerald Kavana and Patrig Kirby (LIT) gave a presentation on the topic “Use the Library: Terminology in Web Search Strategies & Critically Evaluating Information Resources / Referencing Citation & Avoiding Plagiarism”

And also 4 aspects of needs for the PC societies were described:

  • Communication and Interaction (including Autism)
  • Cognition and Learning (including moderate and severe learning difficulties and Dyslexia)
  • Social, Emotional and Behavioral Difficulties
  • Physical and Sensory Needs 

As a result, the EU partners wanted to convey to the participants what the purpose and results of this project are. They explained that people with disabilities should have access to education, the use of a library, a building (elevators, convenient staircases for wheelchairs), information (special resources, computer equipment), and support from the state, administration, social workers, specialists officers, i.e. they must become part of society on an equal footing with other people. And how long will it take to meet EU standards, how to implement this project in the participants' universities, how to integrate, create a curriculum, change everything at the university level and much more.

The main idea of ​​this project is to inform the public about the support of people with disabilities, develop a curriculum (ECTS Modules) to train teachers, organize seminars, trainings or courses, train other universities.

On March 29, 2019, at 10:00 am, the participants filled out forms for evaluating this seminar and Mr S. Riddell acquainted them with the sights of Dresden and said goodbye to the participants, wishing a successful trip home.

First coordination meeting kata by project of EU ERAZMUS + DECIDE 574157

Event Name: First Coordination Meeting

Location: Al-Farabi Kazakh National University (Almaty, Kazakhstan)

Period: February 11, 2019 - February 12, 2019

From February 11 to February 12, 2019, the first coordination meeting on the project “Development of Services for People with Disabilities - DECIDE”, implemented within the framework of the European Union Erasmus + program, was held at the Al-Farabi Kazakh National University (KazNU). The meeting was of an organizational nature.

This event was attended by all participants from partner countries: Dresden Technical University (Germany), University of Transylvania in Brasov (Romania), University of Middlesex (England), Institute of Technology in Limerick (Ireland), University of Crete (Greece). From the Kazakh side, the participants are S. Seifullin Kazakh Agrotechnical University, A. Baitursynov Kostanay State University, Al-Farabi Kazakh National University, Academy of Public Administration, as well as representatives of universities from Tajikistan and Uzbekistan.

During the meeting, the participants had the opportunity to present their university, present the role of each partner university in the project, met the project leader and coordinator Angela Repanovici from the University of Transylvania in Brasov, the university-grant holder (Brasov, Romania), who explained in detail the purpose and objectives of the project, elaborated on the mission and project strategies, outlined the expected results in the project, also identified country coordinators from each partner country.

Angela Repanovici informed the participants about her participation in the meeting of the Erasmus + CBHE 2019 grantees (Conference of the CBHE Projects 2018), which was held on January 28-29, 2019 in Brussels (Belgium). She presented all the important information, suggestions, tips on successful project implementation and the latest news from EACEA representatives.

Other EU representatives, Dr. Manolis Kaukaurakis (Greece), Gerald Kavana and Padreig Kirby (Ireland), Dr. Nawaz Khan (England), also spoke to discuss in detail various aspects of the project, focusing on some important issues.

The presentations of the EU representatives ended with Gerald Cullen from the Technical University of Dresden, who addressed the participants via SKYPE.

Then all the project partners presented their universities and teams, indicated their roles in the project, indicating their potential contribution and their needs regarding the project.

In the ensuing discussion, the project partner countries received answers and explanations to all questions.

The second day of the seminar began with a speech by Gabriella Plepenau (University of Transylvania in Brasov, Romania). She voiced the financial aspect of the project, familiarized herself with the rules of CBHE projects, as indicated in the Guidelines for the use of the grant.

Angela Repanovici, Daniela Popa, Gerald Kavana, Manolis Kaukaurakis and Padreig Kirby presented all the important issues regarding the results, dates, indicated in the Work Plan for the DECIDE project.

 Istamkulov Jamshed (Khujand State University) presented a place on Google Drive, which he created for uploading project links, as a platform for quick transfer of the project and exchange of documents before creating the project website.

He also created a WhatsUp group for easy communication between partners.

The EU members and the leaders of the partner countries agreed with this idea, expressing interest in complying with the relevant provisions and regulations.

According to the results of the meeting, a plan of further actions for the project implementation was agreed, recommendations were made on its further progress. Within the framework of the project, the participants of each partner university will have to develop training modules aimed at facilitating the training of persons with special needs in English. In addition, these modules will help students learn to properly search for, process, distribute and preserve information, thereby preparing them for the information and communication challenges of the modern digital world of technology that accompanies a person in both professional and personal life.

Platforms for the implementation of the development will be scientific libraries of universities. They have rich experience in the field of accumulation, preservation and transfer of knowledge, which will be implemented with regard to new technologies and will serve the realization of the ideology of continuing education.

At the end of the seminar, all participants agreed on the following dates and locations for events and seminars:

  • ESP meeting, Dresden from March 24 to March 30, 2019
  • Training modules, Limerick from July 22 to August 2, 2019
  • PMC - meeting in London from November 13 to 15, 2019
