Department of «Radio-technics electronics and telecommunications» of the faculty of energy – one of the fundamental structures at the Kazakh Agrotechnical University Saken Seyfullin  training of specialists who process relevant digital  competencies for digitalization and technological re-equipment of existing sectors of the economy of Kazakhstan.

The purpose of the Department: training of qualified and competitive specialists  who are guided by the main tends in the development of telecommunications networks in Kazakhstan.

Tasks of the Department RET: implementation of educational, teaching and methodological work in accordance with the credit technology of training; equipping the educational process with appropriate material and technical equipment; continuous professional development of the teaching staff; performing research and development work on the profile of the department; organizing and conducting educational work of students .

Skills of students of the Department of RET: The field of professional activity is the theory of signal transmission and reception, radio communication theory, design, management and reliability of automated systems, computer systems, organization of the telecommunications industry, information security, management and marketing. In the development, implementation and operation of the following systems: telecommunication, television, radio, radar and navigation, radio, mobile communication, radio transmission and radio reception television and sound signals, electronic special purpose electronic and computer – driven systems using microcontrollers and microcomputers.

Training is carried out in two bachelor's degree programs: "Telecommunications Networks and systems" and "Radio Engineering and electronics" and postgraduate education in master's degree programs in scientific and pedagogical and specialized areas: "Radioelectronic technologies and systems" and "Multiservice telecommunications technologies". Group of the educational program: B059-Communications and CT.

In 2020, the department successfully passed accreditation for all educational programs.

In 2023, the educational programs of the department were updated taking into account the Atlas of New Professions and the opinions of employers included in the academic committee for the development of educational programs:

Currently, the Head of the Department of Radio Engineering, Electronics and Telecommunications is Candidate of Technical Sciences, PhD, Acting Associate Professor Dunayev P.A.

The Department of Ret   actively introduces innovative teaching methods into the educational process, which are aimed at forming a culture of systematic thinking, creative activity and the formation of a professionally-oriented personality. Teaching staff annually improve their skills by participating in seminars, courses, competitions and are constantly searching for and implementing new teaching technologies in order to best assimilate the learning material and form professional competencies.

The proportion of teachers with academic degrees is 58% of the total number of teaching staff.

The staff of the department consists of 26 teachers, including 3 doctors of science, 6 candidates of science, 6 doctors of philosophy (PhD), 11 masters of science.

The teaching staff of the department has achieved significant success in the organization of the educational process and research activities. In particular, Nogai A. S., Khamzina B. E. and Mirmanov A. B. are the holders of the state grant "The best university teacher". Teachers of the department conduct educational, methodological, research and educational work. In order to improve the quality of training, teachers of the department develop educational literature, special electronic courses and programs..

The department has all the necessary material and technical base for conducting laboratory and practical work, as well as performing research work of students.

The huge scientific potential, unique opportunities for interdisciplinary research allow the Department of Radio Engineering, Electronics and Telecommunications to focus on priority areas of science, including the agro-industrial complex. At the same time, the future innovative development of the department is based on the unity of research, educational and industrial spheres of activity. The specialists trained at the department currently hold key positions in the industry, being heads of enterprises, workshops, departments, design bureaus and scientific divisions in JSC "Transtelecom", JSC "Kazakhtelecom", JSC "NC "Kazakhstan Garysh Sapary", JSC "Kazteleradio", JSC "BI Group" and others.

At the annual republican subject Olympiads, students studying at the department demonstrate deep knowledge and take prizes. So in 2017 and 2019, students took first place in the Republican student subject Olympiad in the team and individual championships. In 2020, the Department of Radio Engineering, Electronics and Telecommunications successfully organized the Republican subject Olympiad. . Department history

The history of the Department of Radio Engineering, Electronics and Telecommunications (RET) begins in 1992. Previously, there was no training in telecommunications in the north of Kazakhstan. After the collapse of the USSR, there was an acute shortage of highly qualified communications specialists, so in 1992, the faculty opened a specialization in telecommunications, for which the best students of the specialty "Electrification and automation of agriculture" were selected. In 1993, the Department of "Automation of production processes and communications" was formed. The first head was Khidekel G.M., then Golovchenko E.V. During these years, communications enterprises of the Akmola region helped organize the laboratory base in the new direction.

In 1996, a license for training specialists 380140 "Automatic Telecommunications" was obtained. A major role in this was played by the deans of the faculty,     Holder of an Advanced Doctorate (Doctor of Science) in Engineering Sciences

In the summer of 1996, the first recruitment for the specialty "Automatic Telecommunications" was held. In 1998, recruitment was opened for specialty 380240 "Multichannel Telecommunications". The first graduation of communications engineers took place in 2001. At the initial stage of the department's development, particularly significant contributions were made by PhDs Ryabtsunov S.Yu., Letuta G.M., Pak G.T., Avilkin S.Yu., Tyuvaev V.K., Amrenov S.A., Zakharova G.A.

In the period from 1998 to 2004, the department was headed by PhD Babko A.N. Active work is underway on cooperation with leading universities in training specialists in the communications industry and inviting leading specialists with production experience. During these years, Doctor of Science Sadykov A.A., Nauryz K.Zh., PhD Imankul M.N. came to the department. After completing their studies, Mirmanov A.B., Dunaev P.A., Kenebaeva D.B., Shapovalova M.M. remained at the department.

From 2004 to 2007, the department was headed by Doctor of Physical and Mathematical Sciences Nogai A.S. The department trains engineers in the specialties of "Communication Networks and Switching Systems" and "Multichannel Telecommunication Systems". In 2003-2004, the transition from a specialist to a bachelor's degree began. In 2004, the first set of bachelors in the specialty of "Radio Engineering, Electronics and Telecommunications" was completed.

From 2007 to 2015, the duties of the head of the department were performed by Mirmanov A.B. Being one of the first graduates of the Department of Automatic Telecommunications, he was sent to graduate school at SibSUTI, after which he headed the department. These years were marked by the organization of modern laboratories and the invitation of young promising specialists from production to conduct classes for students of the specialty.

In 2008, the last graduation of communications engineers in the specialty of "Automatic Telecommunications" and the first graduation of bachelors in the specialty of "Radio Engineering, Electronics and Telecommunications" took place.

In 2009, the department acquired a new name – the Department of Radio Engineering, Electronics and Telecommunications.

From 2009 to 2014, the department's laboratory fund was actively re-equipped. Educational equipment was purchased for the basic disciplines of the specialty under the National Instruments educational program: NI ELVIS interdisciplinary laboratory platforms with a breadboard, laboratory boards for DATEx telecommunications, FOTEx fiber-optic communications, SIGEX digital signal processing, Freescale microcontrollers, and FPGA programming. For masters and scientific research, a complex for testing modern wireless communication tools based on the NI PXI platform, a laboratory complex for simulating signals of satellite and navigation systems based on the NI PXI platform, and a complex for studying the physical layer of wireless communication standards based on the NI USRP platform were purchased. Students were given the opportunity to be certified in NI LabVIEW Core 1 and LabVIEW Core 2 courses.

A telecommunications equipment complex has been created, including: a Metro Ethernet transport network laboratory, an authorization, authentication and billing system, a CIS construction laboratory, analog and SIP telephony systems, and broadband access. A Cisco equipment complex has been purchased as part of the Cisco Academy CCNA course. Students have begun to undergo training in Cisco courses.

In the period from 2013 to 2015, the Department of Radio Engineering, Electronics and Telecommunications successfully completed two research projects under the budget program 055 "Scientific and (or) Scientific and Technical Activities": "Development of Structural Materials for Ceramic Filters", 2012-2014 (headed by A.S. Nogai); "Development of an Ultra-High-Frequency System for Collecting and Transmitting Information through Inhomogeneous Media", 2013-2015 (headed by A.B. Mirmanov).

From 2015 to 2017, the heads of the department were PhD in Physics and Mathematics Mukhamedrakhimov K.U., PhD in Engineering Ainakulov E.B. Work has begun on two registered initiative topics: “Development of advanced structural materials for electronics (headed by Nogai A.S.) and “Prospects for the application of wireless technologies in Smart agriculture (headed by Mirmanov A.B.).

From 2017 to 2020, the department was headed by Doctor of Pedagogical Sciences B.E. Khamzina. Training is being introduced in the following educational programs: bachelor's degree: "Radio Electronics", "Telecommunication Networks and Systems" and master's degree: "Multiservice telecommunication technologies", "Radio-electronic technologies and systems".

The department has scientific clubs for students: the student design bureau “Microprocessor systems and FPGAs” (headed by N.K. Nabiev), “Scientific and educational center for engineering and educational technologies” (headed by A.B. Mirmanov).

In 2017, the RET department together with the Krasnoyarsk and Tomsk groups and the IEEE student department, National Instruments company held the International IEEE-Eurasian Conference on Power Engineering, timed to coincide with the international exhibition ASTANA EXPO-2017 and the thirteenth IEEE-Siberian Conference dedicated to achievements in the field of development and creation of control and communication systems. The chairman of the conference was the rector of KATU Kurishbaev A.K., and the program co-chairs were Isenov S.S., Mirmanov A.B., Mogilny S.V. (KATU, Astana), Stukach O.V. (TPU, Tomsk), Panko V.S. (SFU, Krasnoyarsk).

Since 2018, the department has been actively engaged in scientific research in the field of digitalization of agriculture. Together with university scientists in the field of agronomy and GIS, teachers of the department (Mirmanov A.B., Nabiev N.K., Akhmadiya A.A.).

From 2021 to 2022, the heads of the department were Tolegenova A.S., Kismanova A.A. During this period, doctors of philosophy in radio engineering, electronics and telecommunications came to the department: PhD Zhetpisbaeva A.T., PhD Medetov B.Zh., PhD Manbetova Zh.D., PhD Serikov T.G. (later a deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan).

Experts of the Department of Digitalization of Agriculture (Mirmanov A.B., Nabiev N.K., Akhmadiya A.A., Dunaev P.A.) continued work on the Program-targeted financing of the Ministry of Agriculture of the Republic of Kazakhstan in the direction of Smart animal husbandry. In collaboration with scientists of the veterinary faculty, engineers of JSC "Nazarbayev University" equipment for automation and digitalization of animal husbandry is being developed.

Work is underway within the framework of the budget program of the Ministry of Education and Science of the Republic of Kazakhstan on the projects “Development of technology for obtaining Bi-HTSC ceramics with high critical parameters” (headed by D.E. Uskenbaev), “Development of technology for obtaining effective cathode material for creating competitive sodium-ion batteries” (headed by A.S. Nogai).

In 2021, the department opened the ICT Huawei Academy "S.Seifullin Kazakh Agro Technical University", aimed at training Huawei specialists in the field of infocommunication technologies. For this purpose, 4 teachers-instructors in Huawei technologies were trained (Mirmanov A.B., Tolegenova A.S., Salmenov Ye.A., Nazhken A.E.).

International cooperation

The implementation of educational programs for specialty "Radio engineering, Electronics and Telecommunications" is based on mutually beneficial cooperation with other universities. The Energy Department is cooperating with ENU after L. N. Gumilev, PSU after S.Toraygyrov, KSTU after Buketov, KazNAU, AUPET, SibSUTI, TPU and other universities in order to exchange experiences, review and publication of manuals and development and make networking for scientific collaboration.

In accordance with the State Program of Educational Development of the Republic of Kazakhstan for 2011-2020, the promotion of academic mobility of students, as one of the principles of the Bologna Declaration, is regarded as the most important target indicator. The goal of the academic mobility: integration into the international educational space and the use of global education resources.

Mechanisms for the implementation of academic mobility:

  • Organization of summer semester for the development of educational programs modules by invitation teachers and students from other universities;
  • The study of individual disciplines or modules of educational programs by students in other organizations of education of Republic, as well as abroad;
  • Send students abroad for practical training within their educational programs;
  • Development of additional educational programs and courses through distance technologies.

Under the program of mobility, the students passed the semester by learning educational program "Telecommunication systems and networks» Zhalgasbekova A. (3rd year, 1st semester) at Riga Technical University, Latvia (2013-2013) and Abdukalikova A. (3rd year, 1st semester) at the Czech Technical University of Prague (2014-2015).

In order to keep the big interactions between educational programs, in the formation of the catalog of elective subjects, it was taken into account the experience of leading educational institutions in the field of radio electronics and communication. For example, for the determining of the trajectory of the educational program "Radio electronics", it has been done a lot of work on the analysis of the working plan of specializations of Belarusian State University of Informatics and Radio electronics (Minsk) and Tomsk State University of Control Systems and Radio Electronics. In drawing up the OP "Telecommunication Systems and Networks" the plans of Almaty University of Energy and Communications, Siberian State University of Telecommunications and Informatics (Novosibirsk), Moscow Technical University of Communications and Informatics has been analyzed.

The agreement between these universities and KATU allows for our graduates to get the Master Degreeon the basis of interviews in other Universities such as TUSUR, SibSUTI, Saint Petersburg State University of Telecommunications after Prof. Bonch-Bruevich, MTUSI, BSUIR, also it includes carrying out the mobility of bachelor and master degrees and to pass the training for postgraduates.

Also, the university cooperates for the development and promotion of educational programs for specialty "Radio Engineering, Electronics and Telecommunications" with the Czech Technical University (Prague), Research Tomsk Polytechnic University and other universities. For polylingual groups enrolled in the educational program "Telecommunication systems and networks" were held classes on undergraduate discipline «Principles of electronic and measurement technology» and copyright course for postgraduate students «Advances in statistical representation of experimental measurements» by professor of TPU doctor of technical sciences Stukach O.V., for postgraduate discipline of «Methods and technologies of digital signal and image processing» by ChTU Professor, PhD Zahrodnik P. (2013-15 academic year). It is planned to further attract foreign lecturers, particularly TPU professor, Ph.D. Stukach O.V. from Russia.

In September 2014 KATU after S.Seifullin became a member of the Training-Methodic Association for Education in the field of information and communication technologies and systems of communication FGOBU Moscow Technical University of Communications and Informatics, which includes 102 organizations of higher education, training centers and major employers. This cooperation will help to develop educational programs for specialty "Radio Engineering, Electronics and Telecommunications" and to follow industry trends, exchange of educational and methodical literature (common database) and participate in the examination of curricula.

 The educational process widely is used for the knowledge gained as a result of foreign travel and training staff of the department. So, the teacher Dunayev P.A. uses the knowledge gained as a result of the training by the program TEMPUS in Almania, Lithuania and Germany (2012-2013), lecturer Mirmanov A.B. - In the United Kingdom (UK), Lithuania (2013), professor Nogay A.S. - Malaysia, Belarus, Russia, associate professor Khamzina B.E. - UK (2014).

The department is actively uses an E-learning system. So, lecturers Mirmanov A.B., Khamzina B.E., Dunayev P.A. are members of the working group of the international project Tempus «The introduction of e-learning in high educational institutions of Central Asia and Kazakhstan." Many of other lecturers of the department regularly use interactive whiteboards, multimedia projector, as well as technology and e-learning tools during the sessions. Students have the opportunity to receive tasks and share information through the website of the department retatu.kz. Also consultations on specific subjects conduct through personal Internet resources of teachers, for example, the candidate of technical sciences Ryabtsunov S.Y. has its own website http://zvmpt.ru/, where students can download the necessary information for their studying disciplines, find out their course scores and assess for himself to emphasize the necessary learning materials. Also senior lecturer Mirmanov A.B. uses the experiences obtained from Cisco company and being an instructor and administrator of the Academy of Agrotech University - Cisco Academy conducts lessons of SRSP on the discipline of IP-based telephony and NGN for 3rdstudy year’s courses via the Internet by controlling all the studies and conducting the tests. At the end of the course, in the case of passing the exam, a certificate can be issued by the interim Cisco CCNA Discovery: Networking for Home and Small Businesses. On the 4th course it is planned to continue the cycle of Discovery. In the future, students will be able to pass the certification exam of Cisco CCNA.

In 2015 under the department opened "Research and Education Center of Engineering and Educational Technology", in which students have the opportunity to be trained of the technology of National Instruments. Within the framework of the discipline "Computer modeling of electronic devices and telecommunications systems" by employees of the Centre are conducted training of LabVIEW graphical programming.  

Student life

Students and lecturers of the department take an active participation in many events organized by the university, community organizations and city goverment. The most deserving students are awarded by diplomas.

In September and October of each academic study year a university event "Dedication to Students" takes place, in which students of the 1st course involves. Each year more than 80 students and teachers of the faculty participate in the sports events of the University.

Educational work among students is conducted by all curators of the chair. Curators and advisors of specialty 5B071900 - "RET" are carry out effective work to the management and the definition of learning paths, as well as education. All the conditions for self-realization of the individual student in various fields. The student groups are systematically held discussions about the prevention of AIDS, tuberculosis, drug addiction, alcoholism and smoking.

Students of the chair are actively engaged in the scientific research on relevant modern technologies in the field of telecommunications, electronics and radio engineering. Constantly they participate in conferences, competitions and Olympiads that held in KATU or in other universities.

The results of the XVII Republican student subject Olympiad in the field of training «6B062 – Telecommunications»

On April 26, 2025, the XVII Republican student subject Olympiad in the direction of training «6В062 – Telecommunications» was held at the University «Turan» in Almaty. 

The Olympiad was held in an individual format and tasks in the disciplines were presented.: «Theory of electrical communication», «Electronics and circuit engineering», «Theory of electrical circuits».

According to the results of the Olympiad, the 3rd year student of the NCJSC «S.Seifullin KATRU» Bayzakhan Aruzhan Tulebekovna took the 3rd place. Head of the team, Head of the Department of «RET» Dunayev P.A.

The winners and participants of the Olympiad were awarded with diplomas, letters of appreciation, and valuable prizes.

Winners of the XI Republican student subject Olympiad

On March 28, 2019 the XI Republican student subject Olympiad in the specialty 5B071900- "Radio engineering, electronics and telecommunications" was held in Al-Farabi Kazakh National University, Almaty.

According to the results of the Olympiad the group of 4th year students of the specialty "Radio engineering, electronics and telecommunications" from S.Seifullin KazATU took the 1st place in the general team competition. Kamil Ostretsov took the 1st place in the individual competition and Gaziz Abdugalimov won the 3rd place.

 

Results of the XII Republican student subject Olympiad in the specialty "5В071900 - RET"

On October 21 and 22, 2020, the XII Republican Student Subject Olympiad in the specialty 5В071900 – «Radio Engineering, Electronics and Telecommunications» was held online in S. Seifullin Kazakh Agro Technical University, where 44 participants from 15 universities of Kazakhstan took part.

The Olympiad was held in an individual format and tasks were presented in the following disciplines: "Theory of electrical communication", "Fundamentals of electronic and measuring technology", "Theory of electrical circuits" where the participants showed a high level of knowledge.

In accordance with the results of the Olympiad tasks the I place was awarded to Yerpan Arailym, International University of Information Technologies, Almaty, the II place was taken by Orazbek Ayerke, L.Gumilyov ENU, Nasylbekova Ayim, International University of Information Technologies; the III place - Abdrakhmanova Zukhra, Almaty University of Energy and Communications, Ten Anastasia, L. Gumilyov ENU, Toybek Nurtas, Al-Farabi KazNU.

The 3rd place was also given to Sarsembayeva Marzhan, the student of S. Seifullin KazATU.

Winners and prize-winners were awarded with diplomas and cups, the participants of the Olympiad were awarded with certificates.

Information about multilingual groups

Educational programs "Telecommunication networks and systems", "Radio engineering and electronics", "Multiservice telecommunication technologies" provide training in three languages.

Each course has trilingual groups that are taught in Kazakh, English and Russian, while it is envisaged that 50% of academic disciplines are taught in the language of instruction (state or Russian), 20% of academic disciplines in the second language and 30% of academic disciplines in English language.
