Department of Accounting and Finance

 

The Department of Accounting and Finance is one of the leading in the region in training highly qualified personnel in the field of accounting and finance. The main directions of scientific and pedagogical activity of the department are the study of the discipline, training of highly qualified specialists and conducting scientific research in the field of accounting and auditing, economic analysis, taxation and organization of financial activities of the enterprise and financial enterprises.

Training at the Department of Accounting and Finance is conducted according to the following educational programs:

1. Bachelor of Business and Management in the educational program 6B04106 – «Accounting, audit and tax consulting» and 6B04102 «Financial Analytics»;

2. Master of Economics in the educational program 7M04104 - «Accounting and legal support of business» and 7M04105 «Public and real sector of Finance» (сделать ссылку на англ вариант);

3. Doctor of Philosophy (PhD) in the educational program 8D04103 – «Accounting and auditing in accordance with international standards» and 8D041 «Financial innovations in business»;

Educational programs in 2019 have passed specialized accreditation. According to the independent agency for accreditation and rating in the ranking of universities of the Republic of Kazakhstan in the areas and levels of training of specialists in 2019, our educational program 6B04106 – “Accounting, audit and tax consulting” took 2nd place, 7M04104 – “Accounting and legal support of business” – 5th place, 8D04103 – “Accounting and audit in accordance with international standards” – 2nd place, 8D041 “Financial innovations in business” – 3rd place.  According to the RRA, according to the rating of universities for educational programs, they took places:6D050900 - «Finance» - 1st place, 6B04102 «Financial Analytics» – 3rd place, 7M04105 «Public and real sector Finance» – 3rd place.

The Department of Accounting and Finance is fully equipped with the necessary personnel to train highly qualified specialists in the financial sector, including in the field of banking, taxation, insurance, accounting and auditing. Currently, the staff of the faculty of the department consists of 41 teachers, including 1 Doctor of Sciences, 4 PhD doctors, 19 candidates of economic sciences and 17 masters. The degree of the department is 58.54%.

4 lecturers, the holders of the state grant of the Ministry of Education and Science of the Republic of Kazakhstan «The best university teacher» – Doctor of Economics T.A. Kusayynov, Candidate of Economics J.M. Omarkhanova, Candidate of Economics G. B. Utibaeva, Candidate of Economics G.A. Rakhimova.

4 lecturers are holders of the international scholarship of the President of the Republic of Kazakhstan «Bolashak», 6 lecturers have completed a foreign internship in the specialty in England, Switzerland, the Netherlands, South Korea, Italy, Spain, Portugal, the Czech Republic, Slovakia, Belgium, the Baltic States and Russia.

Lecturers of the department actively participate in the implementation of scientific projects of program-targeted and grant funding.

Scientific research is conducted in the following areas:

1. «Accounting, audit and internal control in the system of improving the efficiency of the organization's management» (State registration number No. 0113RK01183, head of J.K.Nurgazina);

2. «Economic problems of sustainable development of the agricultural sector of Northern Kazakhstan» (state registration number 0105RK00036, head T.A.Kusainov);

3. Development of an automated adaptive management system and optimization of production and marketing processes in agricultural enterprises (head T.A.Kusainov, 2018-2020);

4. Systematic assessment of the impact of qualitative characteristics of human capital on business efficiency and optimization of the policy of training and retraining of professional personnel (head T.A.Kusainov, 2018-2020);

5. «Methodology of analysis and optimization of the socio-economic model of the rural district (based on the materials of Northern Kazakhstan)» (state registration number AP09259525 head T.A. Kusainov, 2021-2023).

6. «Improvement of the existing system of agricultural risk insurance (on the example of crop production)» (head – Z.A. Baymagambetova, 2018-2020);

7. «Evaluation of the effectiveness of implemented programs for financial support of the development of the agro–industrial complex and forecasting» (head - G.B. Utibaeva, 2018-2020).

For practical training of students, the Department fruitfully cooperates with the State Revenue Management in Saryarka and Almaty districts, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, the Institute of Economics of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan, JSC «People's Bank of Kazakhstan»; JSC «Otbasy Bank», JSC «Bank Center Credit», JSC «Jusan Bank»; JSC «Kaspibank», Narkhoz University, L.N.Gumilev ENU, and also with leading enterprises of various forms of ownership: JSC «National Managing Holding «KazAgro», JSC «Entrepreneurship Development Fund «DAMU», JSC «Institute of Economic Research», JSC «KazAgroFinance», JSC «Kazakstantemirjoly», JSC «KazTemirTrans», LLP «Synergy Audit», JSC «Agrarian Credit corporation» and others.

The department takes an active part in the implementation of activities related to the continuous professional education of accountants.The department trains candidates under the program «Professional Accountant of the Republic of Kazakhstan» (05.11.2020 certificate KZ53VNK00000307).

According to the State Pension Payment Center, the employment of bachelor's degree graduates over the past 3 years amounted to 83%, graduate graduates – 100%. Graduates work mainly in state and financial and credit bodies: the Ministry of Finance of the Republic of Kazakhstan, the Ministry of National Economy of the Republic of Kazakhstan, the Ministry of Defense, commercial banks, tax authorities, as well as in private companies

The department is managed by PhD Doctor R.S. Jusupov.



History of the department

The Department of Accounting and Finance was established on May 3, 2022 by combining two previously separate departments of Accounting and Audit and Finance. Based on the decision of the meeting of the Academic Council of the S. Seifullin Kazakh Agrotechnical University of April 1, 2022 (Protocol No. 12) on the Faculty of Economics on May 3, 2022, the departments were merged and renamed "Accounting and Finance".

These two departments have significant places in the history of the creation of the university, have a ten-year history and achievements in their fields. In particular, the Department of Accounting and Auditing under various names has existed since August 1964, when the Department of Accounting and Statistics was organized.

At various times, the department was headed by well-known specialists and scientists: D.M. Shitikov (1964-1965),  A.F. Shirshov (1965-1971), F.B. Yatsenko (1971-1973), N.S. Smelik (1973-1982 and 1990-1993), S.K. Suraganova (1982-1983), M.I. Syzdykov (1984-1989), R.M. Junusova (1993-1999), Sh.I. Imangajin (1999-2000). B.S. Utibayev (2000-2001), K.T. Alyonova (2001-2003), A.S. Ismailova (2003-2004), T.A. Kusainov (2004-2015), A.K. Baidakov (from 2015 to May 2022 until the merger of the two departments). A special role in the formation of the department was played by such well-known scientists and specialists in the country as Professor Sh.I.Imangajin, associate Professor N.S.Smelik.

Before the mergering, the Department of Finance had its own history. It was established in July 2001 on the basis of the Department of Accounting and Audit (Resolution of the Academic Council of the University No. 145 of July 7, 2001).

Since 2001, the Department of Finance was headed by Doctor of Economics, Associate Professor J.A. Anafiyaeva, from 2003 to 2015 – Candidate of Economics, Associate Professor D.T. Jumanova. Starting from September 2015 to May 2022, before merging with the Department of Accounting and Audit, it was headed by Z.A. Baymagambetova, the Candidate of Economics.

For all the years of existence of both departments, the departments of Accounting and Audit and Finance have made a huge contribution to the training of highly qualified personnel in the field of accounting and finance.

Currently, the main directions of scientific and pedagogical activity of the department "Accounting and Finance" are the study of disciplines, training of highly qualified specialists and conducting scientific research in the field of accounting and auditing, economic analysis, taxation and organization of financial activities of the enterprise and financial enterprises.

6B04106 – “Accounting, audit and tax consulting”

The educational program "Accounting, audit and tax consulting" has an applied nature, is characterized by an integrated approach, organically combining three closely interrelated areas of knowledge: accounting, audit, taxes and tax consulting. As a result of a combination of theory and practice in the field of financial, tax accounting, auditing and consulting, a graduate of the program acquires the opportunity to: hold a position from accountant to CFO, tax analyst, tax auditor in large and medium-sized companies, act as an independent consultant in the field of accounting, taxation and auditing, head of his own consulting company, tax consulting medium and small businesses. A thorough knowledge of the rules of financial accounting helps in managing your own business.

6B04102 "Financial Analytics"

The purpose of the educational program "Financial Analytics" is to train a specialist of a new formation with fundamental knowledge and practical skills in professional activities related to the organization, planning, regulation, control and management of public finances of Kazakhstan, the finances of economic entities, as well as research, consulting, analytical activities in the national economy.

MASTER’S DEGREE

7M04104 – «Accounting and legal support of business»  

The program is aimed at training qualified accountants and auditors who understand the concepts and specific rules for the formation of information in accounting and reporting, possess modern accounting skills, preparation and audit of accounting statements, legal regulation of the activities of economic entities; possess knowledge in the field of university pedagogy and psychology and teaching experience in higher education, skills of organizing and conducting scientific research.

Graduates - Masters of Economics of the educational program "7M04104 - Accounting and legal support of business" successfully work in state and regional structures of various levels, consulting and audit firms, banks, investment and insurance companies, scientific organizations and institutes, educational institutions. They hold the positions of the head of the enterprise, chief accountant, financial director, internal or external auditor, financial consultant, researcher and teacher.

7M04105 "Public and Real sector finance"

The purpose of the educational program is to train highly qualified managers and specialists in the financial and banking sector who are able to analyze trends in the development of the financial system, its role in regulating reproductive processes in the country, substantiate the directions of monetary policy, improving banking and tax legislation in order to stimulate the formation of an innovative economy.

8D04103 – “Accounting and auditing in accordance with international standards” 

The educational program for the preparation of a Doctor of Philosophy (PhD) has a scientific and pedagogical orientation and involves fundamental educational, methodological and research training and in-depth study of accounting and auditing disciplines for the system of higher and postgraduate education and the scientific sphere.

The purpose of the educational program is to prepare Doctors of Philosophy/PhD with theoretical knowledge and practical skills in research of the teachings, the essence and methodology of accounting and auditing in accordance with international standards.

8D041 – “Financial innovations in business”

The purpose of the educational program is to train highly qualified, internationally competitive specialists capable of self-development, social adaptation, with knowledge in the field of financial innovations in business.

The main objectives of the educational program for the preparation of doctoral students are:

- selection by doctoral students of an individual trajectory of education in modern areas of economics;

- deepening of theoretical and practical training in the chosen direction of science and pedagogical activity;

- development of the ability to self-improvement and self-development, the needs and skills of independent creative mastery of new knowledge throughout their active life;

- training of specialists with a high level of professional culture, including the culture of professional communication, having a civic position, able to formulate and solve modern scientific and practical problems;

- teaching at universities, carrying out research and management activities;

- obtaining the necessary minimum knowledge in the field of university pedagogy and psychology, as well as teaching experience at the university.

The educational program "Financial Innovations in Business" was developed in accordance with the National Qualifications Framework and Professional Standards coordinated with the Dublin Descriptors and the European Qualifications Framework.

Research and innovative activity

Scientific staff

The Accounting and Auditing Department has the necessary staff for teaching highly qualified specialists in the field of accounting and auditing. At present, the number of faculty members is 25 lecturers, including 1 doctor of science, 3 PhD, 10 candidates of science and 7 masters. The share of lecturers with academic degrees and titles is 56%.

3 teachers of the department are doing PhD at present: specialty 6D050800 - "Accounting and Audit" (Akhmetova A.E., Orazbaeva A.S.), specialty 6D050600 - "Economics" (Musina G.S.). 

Course of scientific activity

The faculty of the department pays much attention to the development of science and the attraction of students to the performance of scientific research within the framework of budgetary, contractual and initiative scientific topics. All scientific research is conducted within the framework of two major themes at the department:

  1. "Economic problems of sustainable development of the agricultural sector of Northern Kazakhstan";
  2. "Accounting, audit and internal control in the system of improving the effectiveness of the organization's management."

At present, scientific research is carried out in the framework of two funded projects:

  1. Development of an automated system of adaptive management and optimization of production processes and marketing of products in agricultural enterprises (head, Kusainov TA, 2018-2020 .);
  2. System assessment of the impact of qualitative characteristics of human capital on business efficiency and optimization of the policy of training and retraining of professional personnel (head, Kusainov TA, 2018-2020).

Within the framework of these research projects, the themes of dissertational works of undergraduates and doctoral candidates were confirmed.

At present, 20 people are involved in the implementation of funded scientific topics, including 13 teachers of the department and 7 undergraduates and doctoral students.

The research work of the department is conducted by a group of highly qualified scientists and specialists: Kusainov T.A., Baidakov A.K., Ismailova A.S., Utibaev B.S., Nurgazina Zh.K. and others.

In 2010-2013 the department successfully implemented the international project "Application of Bayesian Inference Updating Index-based Crop Insurance Design" - with the participation of the Institute of Environmental Decisions (ETH Zurich, Switzerland), CEPAR (S.SeifullinKazATU, Astana, Kazakhstan), the National Center for Space Research (Almaty, Kazakhstan), theRussian Institute of Agroclimatic Research (Obninsk, Russia).

In 2012-2014 the department conducted a scientific work financed from the state budget on the topic "Investigation of the impact of adaptive systems and resource-saving farming technologies on labor productivity in grain production (on materials of the Akmola region)."

The contractual theme "Methods of determining the competitive positions of the enterprise in specific markets of agricultural products in the LLP" Korzhynkol-A "of the Egindykol district of the Akmola region" was implemented by the head of the theme, Ismailova A.S..

In 2015-2017, 3 scientific projects have been won and successfully implemented:

  1. "Forecasting and economic assessment of the location and structure of crops in crop production, depending on the conditions of state subsidies to agriculture in Northern Kazakhstan". The scientific head of the project is Doctor of Economics, Professor Kusainov T.A.;
  2. "Assessment of the socio-economic potential of various organizational forms of agro-industrial complex subjects in the conditions of Northern Kazakhstan". The scientific leader of the project is Candidate of Economic Sciences, Associate Professor Ismailova A.S.;
  3. "System assessment and selection of market-stable effective options for crop diversification based on the risk model with calculation automation (on materials of Northern Kazakhstan)". The scientific leader of the project is Doctor of Economics, Professor Kusainov T.A.

Based on the results of the research, 6 recommendations were developed:

In 2017, Kusainov, T.A. Certificate of state registration of rights to the object of copyright entitled "Computerized methodology for forecasting and economic assessment of the location and structure of agricultural crops (program in MS Excel environment)" No. 2489 dated October 27, 2017.

In 2014 the teachers of the department participated in the project of the Ministry of Finance of the Republic of Kazakhstan jointly with USAID on the implementation of the IFRS in the public sector.

Scientific-practical seminars were held with the efforts of teachers of the department:

  1. Scientific and practical seminar "Modern problems of accounting and audit organization in economic entities of the Republic of Kazakhstan", dedicated to the 50th anniversary of the Department "Accounting and Audit", May 16, 2014. The seminar was attended by leading scientists of Kazakhstan in the field of accounting and auditing, , undergraduates and students. As a result, a collection of materials was published with a volume of 16 pp.
  2. Round table "Problems of the organization of accounting in accordance with IFRS", April 20, 2014. Practitioners, chief accountants of large organizations, faculty staff, students and undergraduates took part in the round table. 

Number of monographs, recommendations, publications, patents

Over the past 5 years, according to the results of the research, more than 200 articles have been published in scientific journals and collections, including 8 articles in the publications included in the Scopus database; more than 40 articles in the journals included in the RINC database; more than 50 articles in journals recommended by CCSEC MES RK.

5 monographs were published, including 2 collective monographs in cooperation with the Institute for Quality of Life (Ekaterinburg). Released monographs for 2014 - 2018:

In total, according to the results of scientific research on the department, 6 recommendations were developed; 1 author's certificate of state registration of rights to the object of copyright was obtained. 

The state of conducted research at the expense of budgetary and non-budgetary funds:

International cooperation

The staff of the department participate in different international research projects, scientific conferences.

In the period  2010 - 2013, the Department was involved in the implementation of the international project «Application of Bayesian Inference Updating Index-based Crop Insurance Design" financed by Swiss national research Fund (project coordinator - T.Kussaiynov).

5 the teaching staff participated in the training programs at the national and international higher education institutions(Germany, Switzerland, Russiaand Kyrgyzstan).

As a part of the research work graduate studentsin planed their research  traineeship abroad. During the analyzed period graduates passed the traineeship at the universities of  Russia (Moscow), Malaysia (Kuala Lumpur), Poland, Sloveniaand Kyrgyzstan.

 

Research results are normally published in different national and international journals. The Department staff published more than 30 articles including 4 articles in journals included of the Scopus database; more than 10 articles in journals of the RISC database, 2 monographs were  published in collaboration with the Institute for the Life Quality of the Ural State Forestry University, Yekaterinburg, Russia (coauthor T.Kussaiynov).

In December 2016, the senior teacher Shaykenov N.T. passed a scientific internship at the Mongolian State Agrarian University in Ulan-Batyr.

In the framework of international cooperation, according to the individual curriculum, doctoral candidate Musina G.S. in December 2017, he completed a scientific internship at Omsk State Agrarian University named after PA Stolypin.

From 09.10.17 to 18.02.2018, the 2nd year master's course of the specialty "Accounting and Audit" under the academic mobility program was taught at the Agro Gugo Kollontai University in Krakow (Poland).

Student life

The students of this specialty take an active part in all the activities held in the university (state festivals, sports competitions). The meetings with the heads of profile organizations are often organized at the faculty. The students of the department are the members of the students' debate club "Amanat" and they attend actively different sports sections organized by the University.

In the frame of social-political, patriotic and legislative work different educational classes devoted to the state festivals of Kazakhstan Republic are held. ссылка

There is a research club "Zhas Buhgalter" (A Young accountant) working with students.  The club members participate actively in scientific conferences, regional Olympiads, in scientific seminars of young scientists for students of peer majors.

The educational process can be proceeded by a further development at the department for that research work of students is organized. From 2007 to the present, the student scientific club "Zhas Buhgalter" keeps on working at the department. In 2017 - 2018 the members of "Zhas Buhgalter" club took an active part in the Interuniversity Student Scientific and Practical Conferences, regional subject Olympiads, in scientific seminars of young scientists and in the competition of scientific works.

The main tasks of the scientific club «Zhas Buhgalter» are:

  • ensuring active participation of students in republic and international scientific conferences, competitions for the best scientific work, scientific seminars, briefings, Olympiads and intellectual games;
  • motivating students' interest in scientific research, teaching methods and methods of independent solution of scientific problems in the field of financial, tax and management accounting and audit in accordance with the international standards;
  • assistance in mastering the methodology and skills of independent scientific researching and developing scientific problems on current research topics;
  • training the specialists pool of scientific and scientific and pedagogical staff from the most capable, active and successful students of the specialists pool;
  • identifying the most gifted and talented students, using their creative and intellectual potential to solve urgent problems of increasing the effectiveness of the educational process.
