The Finance, Accounting, and Auditing Department is one of the region's leaders in training highly qualified personnel in the field of accounting and finance. The main areas of scientific and pedagogical activity of the department are the study of disciplines, the training of highly qualified specialists, and the conduct of scientific research in the field of accounting and auditing, economic analysis, taxation, and the organization of financial activities of enterprises and financial institutions.

Training in the «Finance, Accounting, and Auditing» program is conducted according to the following educational programs:

  1. Bachelor of Business and Management in educational programs 6B04106 – «Accounting, Auditing, and Consulting» and 6B04102 – Financial Analytics;
  2. Master of Economics in educational programs 7M04118 “Accounting and Business Analytics” and 7M04105 “Public and Real Sector Finance”;
  3. Doctor of Philosophy (PhD) in educational programs 8D04103 – Accounting and Auditing in Accordance with International Standards and 8D04104 – Financial Innovations in Business.

The Finance, Accounting, and Auditing Department is fully staffed with the necessary personnel to train highly qualified specialists in the financial sector, including in the areas of banking, taxation, insurance, accounting, and auditing.

Currently, the teaching staff of the Department of Finance, Accounting and Auditing consists of 40 teachers, including 1 Doctor of Science, 2 professors, 5 PhDs, 18 candidates of economic sciences and 14 masters.

Four teachers are recipients of the Ministry of Education and Science of the Republic of Kazakhstan's state grant «Best University Teacher»: Doctor of Economics T.A. Kusainov, Candidate of Economics Zh.M. Omarhanova, Candidate of Economics G.B. Utibaeva, and Candidate of Economics G.A. Rakhimova.

Four teachers are recipients of the Bolashak international scholarship from the President of Kazakhstan, and six teachers have completed overseas internships in their field in England, Switzerland, the Netherlands, South Korea, Italy, Spain, Portugal, the Czech Republic, Slovakia, Belgium, the Baltic states, and Russia.

Ten teachers have received grants for overseas research internships under the Bolashak «500 Scientists» program.

For practical training of students, the State Revenue Service cooperates fruitfully with the State Revenue Administration for the Saryarka and Almaty regions, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, the Institute of Economics of the Science   Committee of the Ministry of Education and Science of the Republic of Kazakhstan, and JSC «Halyk Bank of Kazakhstan»; «Otbasy Bank» JSC, «Bank Center Credit» JSC, «Jusan Bank» JSC; «Kaspi Bank» JSC, KazNAIU, Narkhoz University, L.N. Gumilyov ENU, ESIL University, as well as with leading enterprises of various forms of ownership: JSC «National Management Holding KazAgro», JSC «Entrepreneurship Development» Fund «DAMU», JSC «Institute of Economic Research», JSC «KazAgroFinance», JSC «Kazakhstan Temir Zholy», «KazTemirTrans» JSC, «Synergy-Audit LLP» JSC, «Agrarian Credit Corporation» JSC, «Rodina» JSC, etc.

The State Educational Institution of Higher Education actively participates in the implementation of measures related to the continuous professional education of accountants.

The Finance, Accounting, and Auditing Department trains candidates under the Professional Accountant of the Republic of Kazakhstan program (certificate KZ53VNK00000307 dated November 5, 2020).

According to the State Pension Payment Center, the employment rate of bachelor's degree graduates over the past three years was 80,3% and that of master's degree graduates was 100%

Graduates mainly work in state and financial and credit institutions: the Ministry of Finance of the Republic of Kazakhstan, the Ministry of National Economy of the Republic of Kazakhstan, the Ministry of Defense, commercial banks, tax authorities, as well as in private companies.

History of development

From September 2, 2025, the name of the Accounting and Finance Department has been changed to the Finance, Accounting, and Auditing Educational Programs Group.

Based on the decision of the Academic Council of the S. Seifullin Kazakh Agrotechnical University dated April 1, 2022 (Minutes No. 12), the Department of Accounting and Finance was established on May 3, 2022, by merging two previously separate departments, Finance and Accounting and Auditing. “Accounting and Finance” was established by merging two previously separate departments, ‘Finance’ and “Accounting and Auditing.” Until September 2, 2025, it was called the Department of Accounting and Finance.

These two departments have significant places in the history of the university's creation, with a decade-long history and achievements in their respective fields. In particular, the Department of Accounting and Auditing has existed under various names since August 1964, when the Department of Accounting and Statistics was established.

At various times, the department was headed by renowned specialists and scientists: D.M. Shitikov (1964-1965), A.F. Shirshov (1965-1971), F.B. Yatsenko (1971-1973), Smelik N.S. (1973-1982 and 1990-1993), Suraganova S.K. (1982-1983), Syzdykov M.I. (1984-1989), Zhunusova R.M. (1993-1999), Imangazhin Sh.I. (1999-2000). Utibaev B.S. (2000-2001), Alenova K.T. (2001-2003), Ismailova A.S. (2003-2004), Kusainov T.A. (2004-2015), Baidakov A.K. (from 2015 to May 2022, before the merger of the two departments). Well-known scientists and specialists such as Professor Sh.I. Imangazhin and Associate Professor N.S. Smelik played a special role in the formation of the department.

Before the merger, the Department of Finance had its own history. It was established in July 2001 on the basis of the Department of Accounting and Auditing (Resolution of the Academic Council of the University No. 145 of July 7, 2001).

From 2001, the Department of Finance was headed by Doctor of Economics, Associate Professor Zh.A. Anafiyaeva, and from 2003 to 2015, by Candidate of Economics, Associate Professor D.T. Zhumanova. From September 2015 to May 2022, prior to the merger with the Department of Accounting and Auditing, the department was headed by Z.A. Baimagambetova, Candidate of Economic Sciences. From May 2022, R.S. Zhusupov, PhD, held the position of head of the department for one year.

In accordance with Order No. 1512 dated December 19, 2023, Z. M. Shaoukerova, Ph.D. in Economics, Associate Professor, was appointed Head of the Accounting and Finance Department.

Over the years, both the Accounting and Auditing Department and the Finance Department have made a huge contribution to the training of highly qualified personnel in the field of accounting and finance.

Currently, the main areas of scientific and pedagogical activity of the Department of Accounting and Finance are the study of disciplines, the training of highly qualified specialists, and the conduct of scientific research in the field of accounting and auditing, economic analysis, taxation, and the organization of financial activities of enterprises.

Scientific research activities

Number of Academic Staff with Degrees

Currently, the academic staff of the Educational Program Group (EPG) “Finance, Accounting and Audit” consists of 39 faculty members, including 1 Doctor of Sciences, 4 PhD holders, 18 Candidates of Economic Sciences, and 13 Master’s degree holders. The percentage of faculty members with degrees in the group of educational programs is 58.9%.

 

Research Areas

The faculty members continue their active research activities. The main objectives include conducting research projects, preparing and publishing monographs and teaching manuals, publishing scientific articles, organizing and holding scientific events (conferences, seminars), and supervising research work of undergraduate and graduate students.

Monographs, Publications, and Patents

During the 2024-25 academic year, the faculty of the Finance, Accounting, and Auditing educational program group published 49 works, including:

  • 5 articles in high-impact journals indexed in the Scopus database;
  • 21 articles in journals recommended by the Committee for Quality Assurance in Science and Higher Education (CQASHE);
  • 8 articles indexed in the Russian Science Citation Index (RSCI);
  • 19 conference papers published in proceedings of international and national conferences, including 4 articles indexed in RSCI;
  • 9 articles in other publications.

International cooperation

In his Address to the People of Kazakhstan, "Kazakhstan in the New Reality: Time for Action," President Kassym-Jomart Tokayev instructed that 500 scientists be provided with annual internships at leading global research centers to transfer cutting-edge scientific technologies. As part of this commitment, the S. Seifullin Kazakh Agrotechnical Research University is sending the winners of the aforementioned competition, in various specialties, to various universities around the world.

Based on the decision of the meeting of the Republican Commission on Personnel Training Abroad dated December 20, 2023, organized by JSC "Center for International Programs", in the direction of "Leadership and Methodologies in Higher Education in the USA: Agricultural Management and Academic Research Program" in the specialty "Agricultural Management" from 05/10/2024 to 05/09/2025 under the "500 Scientists" program, the teaching staff of the State Educational Institution "Finance, Accounting and Audit", in particular, PhD in Economics, Professor Zh.M. Omarkhanova, PhD in Economics, Associate Professor D.T. Zhumanova, PhD in Economics, Associate Professor D.A. Tleuzhanova, PhD in Economics, Senior Lecturer G.K. Kenes, PhD, Senior Lecturer S.M. Tokenova, Master of Finance, Senior Lecturer G.M. Mukasheva successfully completed a research internship at the University of Minnesota, in Minneapolis, Minnesota, USA.

The research internship resulted in the establishment of collaboration with international scientists, an exchange of experience, the study of educational and methodological work, the completion of assigned tasks, and the achievement of intended goals. During the internship, research areas were expanded, research articles were published in international peer-reviewed journals, and the acquired knowledge and practical experience were incorporated into the educational process at Russian higher education institutions.

 

Ainur A. Bulasheva successfully defended her Doctor of Philosophy (PhD) dissertation in 2025 under the Bolashak International Scholarship Programme at the University of Reading (United Kingdom), specialising in Agricultural, Environmental and Food Economics.

The title of her doctoral research is “Dual Learning System Performance for Learners and Businesses in the Agri-Food Sector of Kazakhstan.” The study employed both econometric and qualitative data analysis methods, including focus group discussions with representatives of agribusiness and questionnaire-based surveys of learners.

The findings of the dissertation have resulted in the publication of two research articles in Q2-ranked peer-reviewed journals. In addition, the research outcomes were presented at international conferences and academic seminars held in the United Kingdom, European countries, and the United States.

Overall, Ainur Bulasheva’s academic activities are focused on the development of agricultural science, enhancing the effectiveness of human capital training for the agri-industrial sector, and integrating international research experience into the university’s academic and educational practices.

  

Kuralay Zhakisheva, a senior lecturer at the Institute of Business and Digital Technologies  completed a research internship at the University of Reading (Great Britain),  in the period from November 18, 2024 to October 11, 2025: Specialty: «Agricultural Sciences»,  research topic: «Agricultural management and academic research methodology»   under the Bolashak «500 Scientists» program. The internship program, covered a wide range of teaching and learning issues, including pedagogical innovation, inclusive teaching and learning, the use of digital technologies to enhance teaching and professional development, as well as evidence-based practice and cutting-edge research in higher education. During the internship, gained experience in implementing innovative methods that will help  further improve educational processes and introduce new approaches to managing the educational  process.

Student life

On April 24, 2026, an interuniversity academic olympiad titled “Economic Development, Financial Stability and State Audit” was held at L.N. Gumilyov Eurasian National University, dedicated to the 30th anniversary of the university.

The event brought together 2nd–3rd year students from the educational programs “Accounting, Audit and Tax Consulting” and “Financial Analytics.”

The olympiad program consisted of four stages:

  • presentation of a team video on the topic “My Profession”;
  • introduction of the team and institution;
  • testing on core academic disciplines;
  • solving a case study.

A total of five teams participated, representing:

  • Karaganda University named after E.A. Buketov,
  • Eurasian Humanities Institute named after A.K. Kussayinov,
  • L.N. Gumilyov Eurasian National University,
  • as well as two teams from S. Seifullin Kazakh Agrotechnical Research University.

According to the final results:

  • AUDIT VISION team won 2nd place (Mentors: G. Abdykerova, S. Ibraeva);
  • AUDIT MASTERS team won 3rd place (Mentor: A. Kulekeshova).

On April 21, 2026, third-year students of the “Financial Analytics” educational program — Daniyar Kainullin, Kurman Seksimbaev, and Albina Serikovna — participated in the All-Russian Research Competition for Young Scientists and Students titled “Economics and Management: Current Issues and Ways to Solve Them,” held at Perm State National Research University (Perm, Russian Federation).

According to the results of the competition, our students demonstrated a high level of academic excellence and were awarded 1st place. The participants received first-degree diplomas.

We sincerely congratulate our students on their outstanding achievement and valuable contribution to the research activities of the Institute!

On April 1, 2026, a large-scale event was organized at the Institute of Business and Digital Technologies as part of the “Student’s scientific clubs promotion” competition, aimed at developing students’ research, analytical and innovative activities.

4th-year students of the “Financial Analytics” educational program actively participated in this event and held a scientific club exhibition. The purpose of the exhibition was to attract junior students to the scientific environment and widely introduce the activities of scientific clubs.

During the exhibition, students presented their scientific projects, research results and practical work in the field of financial analysis. In addition, an interactive section was organized for participants, interesting questions, educational games were held, and photo/video shooting was conducted. Special prizes were awarded to active students.

The guests of the event not only got acquainted with the presented projects, but also had the opportunity to ask questions to students and exchange experiences. In addition, detailed information was provided about the conditions and benefits of joining a scientific club.

This exhibition will greatly contribute to increasing the scientific potential of students, developing their creative thinking skills and becoming professionals in the future. We hope that the organizers will continue such events in the future!

  

 


On March 30, 2026, the "Young Accountant" scientific club took part in the "Student's Scientific Clubs Promotion" competition, organized by the Institute of Business and Digital Technologies. The competition aims to develop students' research, analytical, and innovative activities.

During the event, the "Young Accountant" scientific club was presented, its participants' key scientific achievements were highlighted, and the club's long-term development plan was outlined.

The goal of the "Young Accountant" scientific club is to develop professional accounting skills and train qualified specialists ready for real-world practice.

International XII Eurasian Student Olympiad – 2026

Minsk, Republic of Belarus

 

Fourth-year students from the Institute of Business and Digital Technologies at S.Seifullin Kazan State Technical University (KATIU)—team captain Rahim Aruzhan Zhanatkyzy, team members Zhamshibaeva Aidana Zhanatkyzy, and Zhanabergen Zhanar Abaykyzy—under the guidance of senior lecturer Gulden Yedylovna Zholdoyakova, formed the INSAGHT team and participated in the 12th Eurasian Student Olympiad in Analytical Economics and Forecasting. The Olympiad was organized by the Faculty of Economics of the Belarusian State University in Minsk, Republic of Belarus.

Around 40 teams—approximately 150 students from higher education institutions across the EAEU—participated in the Olympiad's qualifying round. Seventeen teams from Belarus, Russia, Kazakhstan, and Armenia advanced to the finals.

The final round of the XII Eurasian Student Olympiad in Analytical Economics and Forecasting, held by the Faculty of Economics at BSU, took place on March 2, 2026. The intellectual competition was part of the XII Eurasian Scientific and Practical Student Forum "Analytical Economics and Forecasting to 2030."

The Olympiad final consisted of two blocks of tests: The first block involved teams working on three analytical cases.

In the second block, teams had to present the results of the research conducted in the first correspondence round of the Olympiad and defend their findings in front of experts.

Following the results of the Olympiad, the INSAGHT team, representing the S. Seifullin KATIU, was awarded a diploma in the nomination "Best Analytical Hypothesis"

This Olympiad contributed to the development of analytical thinking in students, the acquisition of new skills, knowledge, and experience, and the strengthening of academic and scientific cooperation between the EAEU countries.

A roundtable discussion on "Artificial Intelligence in Business and Education" was held as part of the Olympiad. Scientists from the EAEU countries—the Republic of Belarus, the Republic of Kazakhstan, the Republic of Armenia, and the Russian Federation—participated in the scientific and practical event.

 

   

   


Regional Round of the International 1C:Enterprise Programming Olympiad Held at KazATU

 

On February 17, 2026, the S. Seifullin Kazakh Agrotechnical Research University hosted the regional round of the International Programming Olympiad on the 1C:Enterprise platform. This competition is an important educational event aimed at strengthening students’ professional training in the fields of information technology and business process automation.

Students of the 6B06102 “Business Informatics” program (2nd–3rd year) and master’s students of the 7M06102 “Computing Systems and Technologies” program participated in the Olympiad. Participants were given challenging tasks requiring deep programming knowledge, including dynamic programming techniques, as well as the ability to work efficiently with data in the 1C:Enterprise environment.

The main objectives of the Olympiad were: development of programming and logical thinking skills among students; strengthening practical competencies in working with the 1C:Enterprise platform; increasing interest in business process automation and software development.

The jury was chaired by Aset Merekeevich Abdygapparov, a representative of the 1C company (edu@1c.kz).

According to the results of the Olympiad, the winners were:

1st place - Damir Baltabayev,

2nd place - Aslan Akhmetzhan,

3rd place - Aruzhan Berikova.

We congratulate the winners and all participants and wish them further achievements, professional growth, and continued success in academic and professional activities.

Students enrolled in the educational programs "Accounting, auditing and tax Consulting" and "Financial Analytics" together with teachers take an active part in all events held at the faculty and at the university (public holidays, sports competitions, months for the prevention of offenses, drug addiction and religious extremism).

Meetings with managers and specialists of specialized organizations are organized for students with an invitation to give lectures and excursions. Students of the department are members of the debate club "Amanat" and sports sections organized by the university.

As a continuation and deepening of the educational process, the research work of students is organized at the department.

There are 2 student scientific circles at the department: "Young Accountant" and "Financial analyst".

The main goals and functions of the scientific circles "Young Accountant" and "Financial analyst":

1. Learning and Knowledge exchange: Creating an environment for students where they can study and exchange accounting and financial knowledge.

2. Professional development: Support students in developing professional skills and preparing for a future career in accounting and finance.

3. Socialization and networking: Helping students to establish contacts and network relationships with professionals and other students, which may be useful in the future.

4. Academic Support: Providing assistance and resources for more effective study of finance, accounting and related disciplines.

5. Popularization: Promotion of the importance of accounting and financial management in society and business.

In 2022, the team of Enactus KATU named after S.Seifullin took part in a special competition "Business in rural areas" organized by a large agricultural holding company Olzha Agro. According to the results of the qualifying round, the team got into the top five teams. In the period from April 27 to 28, the team made a presentation at the final "Lamb driver of sheep breeding" – Kulzhanova Tahmina and Streltsov Vladislav are members of the Enactus Seifullin University team.

In 2023, the team took part in the National Cup and won the special competition "Olzha Agro", taking the honorable 3rd place and a cash prize of 1,000,000 tenge.

On October 20, 2023, an Olympiad was held for students at the Republican level on the subject "Fundamentals of accounting" within the framework of the "Rukhani Zhangyru" program, organized by TARIM.KZ .

Students of the 07-045-21-09 group took part in the Olympiad and received the following diplomas: Bakibaev Miras Serikovich – diploma of the I degree, Streltsov Vladislav Vladimirovich – diploma of the II degree, Berikkhanov Beksultan Zhastilekuly – diploma of the III degree, under the guidance of the supervisor Tokenova Sandugash Meiramzhanovna.

   

  

On November 15, 2023, in honor of the 30th anniversary of the national currency – tenge, the Department of Accounting and Finance of the Faculty of Economics of KATI organized an intellectual team game "The Best Financier". In it, 3rd-year students of Kazakh and Russian groups formed 7 teams, during the competition they gave answers to a blitz survey, completed interesting tasks in a "White Box", played games among the audience, performed group work on each team on certain topics. During the competition, the students were very quick and resourceful, with great interest, showed their knowledge very well. The jury from the faculty's teaching staff evaluated the intellectual team game of 7 teams and awarded the following places: First place - the "Coin" team (group 07-045-21-09, team captain –Vladislav Streltsov), second place - the "Agrarvard" team (group 07-046-21-12, team captain – Zhursin Aibek), third place – the "Moonay" team" (group 07-046-21-13, team captain – Zhakyp Nurdaulet). The teams that won prizes were awarded diplomas and expensive gifts, and the teams that actively participated in the game – letters of thanks.

   

On November 06, 2023, the Interuniversity Intellectual Olympiad "Financier of the XXI century" was held with the participation of 3rd-year students of 4 higher educational institutions: K.A. Kusainov Eurasian Humanitarian Institute, L.N. Gumilev ENU, S.Seifullin KATSU and ESIL University. From our university, under the guidance of Associate Professor of the Department of Accounting and Finance, PhD Kasimbekova M. A., students of the 07-046-21-12 E group took part. Seidmukhanov, A. Zhumabek, E. Khabibulina, Sh. Tumenbayeva. By the decision of the jury, our students – the Agravard group took 1st place!
