The Group of Educational Programmes “Heat Power Engineering” offers the opportunity to study in multilingual groups, where instruction is delivered in three languages: Kazakh, Russian, and English.

The GEP “Heat Power Engineering” also enrolls students in the Master’s degree programme 7M07101 “Thermal Engineering,” which is taught entirely in English.

In recent years, the educational programmes of the GEP “Heat Power Engineering” within the field B062 Electrical and power engineering have demonstrated consistently strong performance in national and industry rankings.

The educational programme 6B07107 “Heat and Gas Supply, Ventilation and Environmental Engineering” ranked 5th in the National Chamber of Entrepreneurs “Atameken” ranking in 2023, improved to 4th place in 2024, and advanced to 3rd place in 2025.

The educational programme 6B07101 “Heat Power Engineering” ranked 7th in the Atameken ranking in 2023, 11th in 2024, and 10th in 2025.At the same time, this programme demonstrated positive dynamics in the national ranking of the Independent Agency for Accreditation and Rating (IAAR), securing 2nd place in 2023–2024 and rising to 1st place in 2025.

These results confirm the competitiveness and high quality of the educational programmes offered by the Group of Educational Programmes “Heat Power Engineering.”

In 2024, the educational programmes at all three levels of study successfully underwent accreditation by the Independent Agency for Accreditation and Rating (IAAR) for a period of five years, namely:

As part of the implementation of the Group of Educational Programmes “Heat Power Engineering,” the educational process is supported by the necessary academic, laboratory, and administrative facilities. -Candidate of Economic Sciences, Senior Lecturer M.A. Makhanova was awarded the medal “For Contribution to the Development of the Electric Power Industry” in accordance with Order No. 790 dated December 8, 2017, on the occasion of Power Engineer’s Day by the Energy Department of the Kyzylorda Region.

HISTORY OF THE DEPARTMENT

The Department of Thermal Power Plants was established in 2002 on the basis of the Department of Electrical Equipment Operation.

The first Head of the Department was Doctor of Technical Sciences, Professor Vladimir Ivanovich Ganzhara (2002–2005), who devoted significant effort and energy to the development of its material, technical, and human resources foundation.

Professor V.I. Ganzhara was the founder, first Head, and organizer of the Department of Thermal Power Plants at Saken Seifullin Kazakh Agrotechnical Research University.

Professor Ganzhara authored more than 180 scientific works, including inventor’s certificates of Russia and patents from the USA, the United Kingdom, Canada, the GDR, Sweden, India, and other countries. He supervised three Candidates of Sciences (PhD equivalent) and served as a member of a specialized dissertation council for the defense of кандидат and doctoral theses. He was awarded two silver medals of the USSR Exhibition of Achievements of National Economy (VDNKh), several VDNKh diplomas, and the badges “Inventor of the USSR” and “For Excellent Performance in Work.”

Due to changes in the national classification of academic specialties of the Republic of Kazakhstan, in 2008 the Department of Thermal Power Plants was renamed the Department of Heat Power Engineering.

The Department is a graduating department in the specialty 5B071700 – Heat Power Engineering and provides full-time education funded by the state educational grant as well as on a tuition-fee basis. Since the 2013–2014 academic year, admission to the Master’s degree program in specialty 6M071700 – Heat Power Engineering has been offered.

On June 30, 2025, a ceremonial opening of a named lecture hall took place at Saken Seifullin Kazakh Agrotechnical Research University. The lecture hall was named in honor of the founder and first Head of the Department of Heat Power Engineering, Doctor of Technical Sciences, Professor Vladimir Ivanovich Ganzhara.

Due to the change in the structure of the university, the Department of Thermal Power Engineering was renamed GEP "Thermal Power Engineering" on September 2, 2025.

 

    

 

 

Scientific activity

The scientific focus of GEP “Heat Power Engineering” is determined by addressing pressing issues in the energy sector: improving the efficiency of the fuel and energy complex, optimizing energy equipment, utilizing industrial waste from heat power production, and developing renewable energy sources.

Over the past three years, more than 300 scientific papers have been published as a result of research and technical activities, including publications in international scientific journals ranked in the top three quartiles of major bibliographic databases. Patents for fundamentally new inventions have also been obtained.

GEP “Heat Power Engineering” implements research projects under two applied topics funded from the Republican Budget within the priority area “Energy and Mechanical Engineering.”

Currently, two grant-funded projects are being carried out within GEP “Heat Power Engineering”:

  1. Grant funding from the Ministry of Education and Science of the Republic of Kazakhstan for the project “Development of Clean Coal Technology for Obtaining Volatile Combustible Substances” (2023–2025), supervised by PhD Dr. A.K. Mergalimova, with a total budget of 92,507,242 tenge.
  2. Grant funding from the Ministry of Education and Science of the Republic of Kazakhstan for the project “Development of a Smelting Reactor for Energy-Efficient Utilization of Ash and Slag Dumps” at Saken Seifullin Kazakh Agrotechnical Research University (2024–2026), supervised by Doctor of Technical Sciences B.I. Dikhanbayev, with a total budget of 99,222,005 tenge.

The expansion of research opportunities through integration with other scientific organizations is carried out at the facilities of профильные enterprises such as Astana-Energiya, Astana-Teplotransit, and the energy company Enko. These research sites have scientific and industrial accreditation and are successfully used for dissertation research and practical training.

In training qualified specialists within the implemented educational programs, the results of university research projects are integrated into the following disciplines:

  • “Boiler Installations and Steam Generators.” The course incorporates research results in the field of ecology and resource conservation in heat power engineering.
  • “Special Issues of Fuel Combustion.” The course utilizes research findings related to the priority development area of the heat power complex—namely, the environmental impact of the energy sector—within the framework of initiative research topics such as “Development of a Method for Suppressing ‘Fast’ Nitrogen Oxides during Natural Gas Combustion in Boilers” and “Study of Thermodynamic Cycles and Possibilities for Increasing Fuel Utilization Efficiency in Thermal Engineering Processes.”
  • “Methods of Advanced Energy Saving,” “Design of Thermal Engineering Equipment,” “Energy Saving in Heat Power Engineering and Thermal Technology.” These courses incorporate research outcomes in the fields of energy efficiency and resource conservation within the fuel and energy complex.

 

Scientific and educational activity

The leading academic staff of GEP “Heat Power Engineering” actively participate in the dissemination of knowledge and the development of intellectual models for future generations. In accordance with the approved plan of scientific seminars, GEP regularly conducts educational and research workshops for faculty members together with undergraduate, Master’s, and doctoral students.In 2025, seminars were held on the following topics:

Scientific and industrial issues

Leading researchers of GEP “Heat Power Engineering” have achieved significant results in the development and testing of unique pilot-industrial prototypes of energy-efficient and resource-saving installations:

  • A next-generation pilot-industrial smelting reactor with a slag processing capacity of 1.5 tons per hour for recycling industrial waste (Doctor of Technical Sciences B.I. Dikhanbayev);
  • An experimental wind power installation with a flow concentrator (Doctor of Technical Sciences M.B. Koshumbayev);
  • An experimental low-head hydraulic turbine and hydrocyclone unit for a small hydropower plant (Doctor of Technical Sciences M.B. Koshumbayev).

 

Within the framework of the research project “Development of a Smelting Reactor for Energy-Efficient Utilization of Ash and Slag Dumps” (2024–2026), implemented at Saken Seifullin Kazakh Agrotechnical Research University under the supervision of Doctor of Technical Sciences B.I. Dikhanbayev, a scientific laboratory and pilot installations for processing ash and slag waste have been established.

Internationalization of research, joint scientific projects, and participation in national and international associations

The level of internationalization of research activities within GEP “Heat Power Engineering” is characterized by active participation in joint scientific research, involvement in national and international associations, and engagement in professional events.Faculty members and researchers of GEP “Heat Power Engineering” serve as experts in national and international professional associations. For example, Doctor of Technical Sciences K.T. Baubekov is a member of Technical Committee No. 127 “Intelligent Energy Systems of the Fuel and Energy Complex and Cyber-Physical Systems” under the Ministry of Energy of the Republic of Kazakhstan.Within the framework of international scientific cooperation, the academic staff of GEP “Heat Power Engineering” actively participate in international seminars and conferences and regularly publish their research in widely recognized scientific journals and periodicals.Senior Lecturer Sultan Ybyray frequently appears on television, addressing current and pressing issues in the energy sector and contributing to public awareness of key challenges in the field.

Information on subject Olympiads

XVI Republican Subject Olympiad among University Students of the Republic of Kazakhstan

During the last academic year, the XVI Republican Subject Olympiad among university students of the Republic of Kazakhstan was held at Almaty University of Power Engineering and Telecommunications.The Olympiad in the field of Heat Power Engineering covered the following disciplines:Technical Thermodynamics, Mechanics of Liquids and Gases, Heat and Mass Transfer, Boiler Installations and Steam Generators.Nine teams from nine universities across the country took part in the competition.

From GEP “Heat Power Engineering” of Saken Seifullin Kazakh Agrotechnical Research University, the following third-year students participated:Eldana Khamitova, Sergey Yanovsky, and Dmitry Ryasnov, under the supervision of Master of Technical Sciences, Senior Lecturer Maksat Arganatovich Anuarbekov.

According to the results of the competition:The team of GEP “Heat Power Engineering” of Saken Seifullin Kazakh Agrotechnical Research University won 1st place in the overall team ranking.In the individual ranking:Eldana Khamitova – 2nd place, Sergey Yanovsky – 3rd place.

In the current academic year, students of GEP “Heat Power Engineering” have completed and continue to take additional courses on the Coursera platform. Certificates were awarded to 98% of participating students.

International cooperation

In order to ensure high-quality training of specialists in Heat Power Engineering and to expand academic mobility opportunities, GEP “Heat Power Engineering” is actively strengthening international cooperation. Currently, GEP “Heat Power Engineering” successfully cooperates with: Irkutsk State Agrarian University named after A.A. Yezhevsky; Petrozavodsk State University; Tomsk Polytechnic University; Ruse University named after Angel Kanchev. Doctoral students of GEP “Heat Power Engineering” annually undertake research internships at these universities:

  1. National Research Tomsk Polytechnic University (Russian Federation) – Agreement No. 10-0-02/124 dated July 5, 2021.
  2. Tashkent State Technical University named after Islam Karimov (Republic of Uzbekistan) – February 25, 2022.
  3. Irkutsk State Agrarian University named after A.A. Yezhevsky (Russian Federation) – Agreement No. 221/411 dated December 3, 2020.
  4. Ruse University named after Angel Kanchev (Bulgaria) – Agreement No. 395 dated February 11, 2020.
  5. Nazarbayev University Research and Innovation System (Republic of Kazakhstan) – Agreement No. 27926-3110782 dated November 17, 2021.

The agreements provide for cooperation in the fields of education and research activities, contributing to the effective training of highly qualified specialists with higher education and postgraduate scientific personnel востребованных in modern and promising energy technologies, including renewable energy technologies. The agreements also aim at integrating professional education with scientific research.The following areas of cooperation are covered:Academic mobility of students and faculty; Research internships based on dissertation topics; Preparatory work for launching joint and double-degree programs;Participation in seminars and conferences.

A cooperation agreement has also been concluded with Nazarbayev University Research and Innovation System (NURIS). The objectives of this agreement are:

  • To combine the scientific and professional potential of Saken Seifullin Kazakh Agrotechnical Research University as one of the leading agrotechnical universities and NURIS as a major research center, including their experimental and production facilities, in order to enhance research efficiency and improve training and retraining of personnel for the energy and industrial sectors;
  • To consolidate efforts in preparing specialists who meet modern requirements of the energy and other industrial sectors and are capable of solving practical and scientific-technical tasks in Heat Power Engineering and renewable energy upon graduation.

 

Academic mobility

In 2026, a Memorandum of Understanding was signed between Jeonbuk National University (Republic of Korea) and Saken Seifullin Kazakh Agrotechnical Research University to promote educational and academic cooperation.

The Memorandum provides for:Exchange of faculty members and students; Implementation of academic mobility programs, including double-degree and joint-degree programs; Exchange of educational and scientific materials.According to the agreement, exchange students study at the host university without paying tuition fees.

Within the framework of this Memorandum, in 2026 academic mobility is planned for seven undergraduate students from GEP “Heat Power Engineering” to study at Jeonbuk National University (Republic of Korea).

Also, within the framework of the cooperation agreement between Irkutsk State Agrarian University named after A.A. Yezhevsky and Saken Seifullin Kazakh Agrotechnical Research University, students of GEP “Heat Power Engineering” participated in the virtual academic mobility program in the discipline “Engineering and Computer Graphics.”

Practice-oriented educational programs

Based on the signed agreement on dual education with Astana-Teplotransit, practical classes for third-year students in the discipline “Heat Networks and District Heating Systems” are held annually in the second semester in both Kazakh- and Russian-medium instruction.

Under the dual education agreement with Enko LLP (an official distributor of numerous European manufacturers of heating, water supply, and sewage equipment), fourth-year students attend practical training during the second semester in the discipline “Energy Audit of Heat Networks and Heating Systems.” The company supplies products throughout all regions of Kazakhstan, provides engineering services, and designs and manufactures pumping stations and heat substations for both small and large facilities.

For first- and second-year Master’s students, dual training is organized at Kyrulus Group Company LLP within the discipline “Engineering Experiment.”

Professional internships of students

STUDENT LIFE AT THE GEP “HEAT POWER ENGINEERING”

Student life at GEP “Heat Power Engineering” is characterized by high activity, a drive for comprehensive development, and self-realization. Both students and faculty members actively participate in sports, cultural, and social events organized by the university, fostering a positive educational environment and supporting student initiatives. Collaborative activities between students and academic staff contribute to the development of teamwork, leadership skills, and social responsibility.

A notable example of active student engagement is Miras Isabayev, a third-year student of the 6B07101 Thermal Power Engineering. He is a champion of national and international tournaments in judo and қазақша күрес (Kazakh wrestling). His athletic achievements demonstrate a high level of discipline, determination, and leadership qualities, while also promoting a healthy lifestyle and enhancing the university’s reputation both nationally and internationally.

 

Students of GEP “Heat Power Engineering” actively participate in the cultural and creative life of the university. Members of the university’s KVN (Club of the Funny and Inventive) team stand out for their achievements.Graduate of 2025 Dias Tugeluly Sapargali and third-year student of the 6B07107 program “Heat and Gas Supply, Ventilation, and Ecoengineering in Agriculture” Erkebulan Seyilbekuly Amirzhan perform as part of the SEIFULLIN team, representing Saken Seifullin Kazakh Agrotechnical Research University in events organized by the Republican Youth Public Association “Kazakhstan KVN Union.” The team has achieved significant success, becoming champions of both national and international competitions. Their accomplishments contribute to the development of students’ creative potential, strengthen teamwork, and enhance the university’s positive image.

In 2025, as part of the celebration of Nauryz, interfaculty competitions were organized at the university, with active participation from both faculty and students.
